La Generalitat convoca ayudas de transporte y comedor para alumnado de Educación Especial

The Department of Education, Culture and Universities has announced financial aid intended to subsidize complementary transport and dining services for students at privately funded concerted Special Education centers and those owned by partnered local corporations for the 2026 fiscal year. The call is formalized through the Resolution of September 23, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10465, of October 5, 2026 (reference DOGV-C-2026-30978). Interested families will have a period of only ten days to submit their application.

The call is based on the regulatory bases approved by the Resolution of September 25, 2025 (DOGV 10203, 26.09.2025) and is issued under article 160.4.b) of Law 1/2015, of February 6, on public finance, instrumental public sector, and subsidies. The procedure is processed under a competitive concurrence and pro-rata regime, in accordance with article 22 of the General Subsidies Law 38/2003, of November 17, and article 55 of its regulation, approved by Royal Decree 887/2006, of July 21.

The maximum global amount allocated to this call is 1,971,000.00 euros, charged to subsidy line S023400000 of chapter IV of subprogram 422A00 Primary Education, managing center G01090201GE00000, as provided in the Generalitat budgets for the 2026 fiscal year. The summary of the call, with identifier BDNS 933001, is published in the same issue of the DOGV (reference DOGV-C-2026-31262).

Ten-day deadline and electronic submission

The deadline for submitting applications is ten days starting from the day following the publication of the resolution in the DOGV, meaning it opens on October 6, 2026. Failure to meet this deadline will result in the inadmissibility of the application and exclusion from the call.

Applications are completed by the parents, guardians, or legal representatives of the students and can be delivered to the center where the student is enrolled, which acts as a support window, or submitted electronically through the Generalitat’s headquarters, via the PROP procedure enabled for this purpose. The center provides a receipt with the official submission date, and those opting for the electronic route must send a copy of the proof to the center before the deadline expires.

Allocation of funds: 53% dining and 47% transport

The distribution of the maximum global amount is carried out by differentiating two modules and a scale by student typology:

  • Dining module: 53% of the maximum global amount.
  • Transport module: 47% of the maximum global amount.
  • 75% of each module is distributed equally among the total number of applying students.
  • The remaining 25% is distributed equally among students applying under typology II.

The resolution of bases establishes five typologies of students with special educational needs: type I (moderate or severe autism spectrum disorder), type II (multiple disabilities: motor disability with intellectual disability), type III (severe or profound intellectual disability), type IV (moderate intellectual disability), and type V (conduct, psychotic, or personality disorder with intellectual disability).

Collaborating centers, justification, and payment

Educational centers are considered collaborating entities for the management, processing, and payment of the grants and have ten days, from the end of the application period, to send the request for participation and the nominal list of students using transport and dining services to the managing administrative unit.

The justification of expenses is staggered across two dates: until October 30, 2026, for expenses incurred from January to August 2026, and until December 11, 2026, for expenses after August. Up to 50% of the grant may be released immediately once the aid is granted, and beneficiaries are exempt from providing guarantees for the advanced amount.

The resolution of granting or denial must be issued and published within a maximum period of three months from the day following the publication of the call; if this period passes without a resolution, the applications are considered rejected. The text is signed by Jorge Cabo Martínez, Director General of Teaching Centers, by delegation of the counselor (R 30.01.2025; DOGV 10037, 31.01.2025).

These grants are complementary to scholarships, subsidies, or grants received for the same purpose, such that the sum of all receipts cannot exceed the actual cost of the service. For families of students with special educational needs, the calendar is the critical factor: the call is published on October 5 and the application period expires in barely ten days, with processing channeled through the subsidized and contracted centers themselves.
