The Generalitat announces 2.3 million in grants for inclusion and community development

La Generalitat convoca 2,3 millones en ayudas de inclusión y desarrollo comunitario

The Department of Social Services, Family and Childhood has approved the regulatory bases and has called for grants for the 2026 financial year intended to finance social inclusion and community development projects, with a global budget of 2,300,000 euros. The resolution, signed on August 26, 2026, by the regional minister Elena Albalat Aguilella, is published in the Official Gazette of the Generalitat Valenciana number 10450, of September 14, 2026, in section III, subsection B) of Grants and Scholarships.

The measure is structured in two official documents: the resolution approving the regulatory bases and the call for applications (reference DOGV-C-2026-28961) and the summary of the call (reference DOGV-C-2026-28806), registered in the National Grants Database with the identifier BDNS 927410.

Regulatory Framework and Financing

The call is framed within the Strategic Grant Plan of the Second Vice-Presidency and Department of Social Services, Equality and Housing 2024-2026 (DOGV 9875, of 20.06.2024), whose objective is to enhance the social inclusion of people and families in situations of vulnerability. The grants are governed by the Law 38/2003 general law on grants and the Law 1/2015 on public finance of the Generalitat, and are allocated to the budget line S0253 “Actions to fight against poverty” (chapter 4, current transfers), managed by the Directorate General for Inclusion and Development Cooperation (sub-program 313E00).

  • Maximum amount of the call: 2,300,000 euros.
  • Additional credit planned in case of budget modification: 2,000,000 euros.
  • Award regime: competitive bidding.
  • The grants are excluded from the European Union state aid notification regime.

Beneficiaries and Eligible Projects

Non-profit third-sector social action entities may be beneficiaries, in accordance with Article 2 of Law 43/2015, which are legally constituted and registered in the General Registry of Holders of Social Services Activities, Services and Centers, and are up to date with their tax and Social Security obligations. Projects must fit into two modalities:

  • Projects aimed at people or family units in situations of vulnerability to cover basic needs (personal hygiene, nutrition, and psychosocial and sociosanitary care and support).
  • Community development and relational promotion projects, which include the social and cultural participation of vulnerable groups, the promotion of good treatment and the prevention of unwanted loneliness, as well as socio-community intervention to prevent social and sociosanitary problems.

Evaluation and Application Deadline

Applications will be assessed on a competitive basis with a maximum of 100 points, divided between the entity’s criteria (up to 50 points, for implementation, experience, transparency, and agreements with other actors) and the project’s criteria (up to 50 points, for relevance, technical quality, and results). The submission period will be ten business days starting from the day following the publication of the summary in the DOGV, and failure to meet the deadline will automatically result in exclusion from the call.

  • Each entity may submit a single application per project and per province.
  • The electronic application will be available on the Generalitat’s electronic office.
  • The name of the entity must match the one appearing on its CIF (Tax Identification Code).

The resolution will take effect from the day following its publication in the DOGV and may be appealed for reconsideration before the same body within one month, or directly before the Contentious-Administrative Chamber of the High Court of Justice of the Valencian Community within two months.

The call reinforces the role of the third sector as an ally of the Generalitat in addressing vulnerability, providing stable resources to entities working on the ground in social inclusion and community development. With a budget that could reach 4.3 million euros if the additional credit is activated, the measure seeks to respond to the new social needs of the Valencian Community and promote the autonomy, coexistence, and participation of the most disadvantaged groups.
