The Department of Social Services, Family and Childhood has approved the regulatory bases and the call for applications for the 2026 financial year for the subsidies of the European Social Fund Plus basic material assistance Program (BÁSICO Program), endowed with 17,832,560.00 euros. The resolution, signed by the regional minister Elena Albalat Aguilella on October 16, 2026, is published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10474, of October 20, 2026, in section III, subsection B) of subsidies and grants, with reference DOGV-C-2026-32682 and summary in DOGV-C-2026-32683 (BDNS 935912).
The BÁSICO Program was approved by the European Commission through Implementing Decision C(2022) 9405, of December 9, 2022, amended by decisions C(2024) 2402, of April 8, 2024, and C(2025) 1845, of March 31, 2025, with CCI code 2021ES05SFPR004. It responds to specific objective 4.1.m) of Regulation (EU) 2021/1057: to combat material deprivation of the most disadvantaged people, particularly children, through food and basic material assistance, and has co-financing of 90% provided by the ESF+.
The call is processed under a competitive bidding regime and is financed through line S2284 and fund FB21000000, in the budgetary application G01160302GE00000 G.313E00.4 of Law 4/2026, of July 22, on the budgets of the Generalitat. The instructing body is the Directorate General for Inclusion and Development Cooperation, and the granting resolution is delegated to its head.
A distribution in three items
The total amount is distributed among three mandatory expenditure concepts for the awardee entity:
- 15,872,327.55 euros for food and/or basic material assistance.
- 1,111,062.93 euros for accompanying measures.
- 849,169.52 euros for administrative, transport, storage, and preparation expenses.
The call awards the credit to the project with the highest score until the available credit is exhausted, based on a maximum of 100 points and with a minimum of 25 points in the entity criteria and 25 in the action criteria. Additionally, an additional credit of 4,000,000.00 euros is foreseen in the event of a budgetary modification, without the need for a new call.
Applicant entities and recipient families
Beneficiaries may be third-sector social action entities and non-governmental entities or organizations with headquarters and effective activity in the Valencian Community. Among other requirements, they must prove to have developed at least two social inclusion itinerary programs in the previous five years and not incur the prohibitions of Article 13 of Law 38/2003.
The final target recipients are families in situations of social exclusion with dependent minors whose income per consumption unit is lower than 40% of the national median income. Accreditation and referral are the responsibility of municipal social services via a social report, and recipients of the Valencian Inclusion Income (RVI) are excluded.
Monthly amounts and admitted products
Annex III establishes the amounts according to the size of the family unit, with refills at most every three months and a validity of twelve months:
- Two members (one adult and one minor): 130 euros per month, 1,560 euros per year.
- Three members: 160 euros per month, 1,920 euros per year.
- Four members: 190 euros per month, 2,280 euros per year.
- Five or more members: 220 euros per month, 2,640 euros per year.
The cards do not allow the purchase of carbonated drinks, sugar or sweeteners, alcohol, dietary products, pastries and sweets, processed products—except pre-cooked legumes and canned goods—nor bottled water, unless there is no access to potable water. In hygiene, only soap, shampoo, toothpaste, menstrual hygiene, and baby diapers are permitted.
Deadlines and execution
The application period is 15 business days from the day following the publication in the DOGV, exclusively via electronic means and with a single application per entity. The resolution must be notified within a maximum period of three months, with negative administrative silence, and payment is issued at 100% once the grant is awarded.
The execution is staggered: accreditation of requirements until December 31, 2026, provision of cards until March 31, 2027, refills and support measures until December 31, 2027, monitoring of use until May 31, 2028, and final justification before June 30, 2028.
The regulation arrives in a context of pressure on Valencian social entities, which must cover the entire Valencian Community with redeemable cards, anti-fraud systems, and expenditure traceability. The distribution of a single project per call concentrates the execution in a single entity, which reinforces the requirement for solvency and accredited previous experience in food distribution.
