The Generalitat announces 1.15 million in grants for animal shelters and biodiversity

The General Directorate of Natural and Animal Environment has announced the 2026 grants for activities and projects for the protection and defense of animals and the conservation of animal biodiversity in the Valencian Community, with a total allocation of 1,150,000 euros. The resolution, dated September 16, 2026, is signed by the director general Luis Gomis Ferraz and is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10454, dated September 18, 2026, with reference DOGV-C-2026-29446 and extract DOGV-C-2026-29552. The call is also listed in the National Grants Database with the identifier BDNS 929681.

The call is based on Order 5/2024, of September 18, of the Department of Environment, Infrastructure and Territory, which approves the regulatory bases for this line of aid (DOGV no. 9941, of September 20, 2024). The granting process is handled under a competitive bidding regime, in accordance with article 164 of Law 1/2015, of February 6, and the General Grants Law 38/2003, of November 17. The competent body to instruct and resolve is the general directorate with competencies in animal protection, attached to the Third Vice Presidency and Department of Environment, Infrastructure, Territory and Recovery.

One million one hundred and fifty thousand euros in two budget lines

The maximum global amount is divided between two lines of program 442A00:

• Line S0249 (managing center G01080202, expenditure chapter 4): 900,000 euros, with 650,000 euros for modality A and 250,000 euros for modality B.
• Line S0525 (expenditure chapter 7, for construction and adaptation): 250,000 euros, with 150,000 euros for modality A and 100,000 euros for modality B.

The maximum aid per beneficiary is 24,000 euros for modality A and 18,000 euros for modality B, in both cases with funding of up to 80% of the project’s execution cost. The two modalities are mutually exclusive, and each entity may submit only one application.

Shelters, associations, and non-profit foundations

Beneficiaries may include companion animal protection and defense entities as defined in article 5 of Law 2/2023, of March 13, on the protection, welfare, and ownership of companion animals. Also eligible are entities, associations, or foundations with legal personality and non-profit status whose statutes include the conservation of biodiversity and the balance of ecosystems, habitat improvement, or environmental protection.

Eligible activities include:

• Outreach, education, and training in animal protection and biodiversity conservation.
• Expenses for animals housed in sanctuaries, rescue or foster centers, and feline colonies: microchip identification, vaccination, parasite control, feeding, veterinary expenses, and sterilization.
• Maintenance of registered zoological nuclei and expenses for the entity’s headquarters.
• Volunteering projects, including animal-assisted therapies and pet care for elderly people, hospitalized individuals, or those in situations of vulnerability.
• Wildlife protection measures: ramps in water ponds, bird collision prevention systems, and the placement of nesting boxes.
• Construction and adaptation of facilities and infrastructure intended for the collection of abandoned animals or the conservation of biodiversity.

Ten business days and mandatory electronic processing

The deadline for submitting applications is ten business days starting from the day following the publication of the summary of the resolution in the DOGV. Applications must be submitted exclusively electronically through the Generalitat’s electronic office, at the address https://sede.gva.es/es/proc861, using the standardized forms available therein. Any application submitted through a different procedure will be inadmissible.

The evaluation is based on 100 points per modality, with a minimum overall score of 10 points to pass the technical evaluation. The criteria weigh the entity’s years of experience, its registration in the Registry of Collaborating Entities for the Protection and Defense of Companion Animals of the Comunitat Valenciana, the dissemination of its activity, veterinary expenses from the previous year, its track record in volunteering and outreach, and the execution of projects in sanctuaries, depopulated rural areas, or involving animals with specific functions.

The maximum period for resolution and notification is three months from the publication of the call; if this period passes without an express resolution, the application is understood to be rejected by administrative silence. The justification of expenses and the request for payment must be submitted by October 30, 2026, and actions carried out between January 1, 2026, and the end of that period will be eligible for subsidies. An optional appeal for reversal may be filed against the resolution within one month, or a contentious-administrative appeal may be filed before the High Court of Justice of the Comunitat Valenciana within two months.

The call for applications arrives with a very tight deadline—ten business days—and with the two modalities mutually exclusive, meaning each entity must decide in advance whether to apply via the animal protection route or the biodiversity route. For shelters and associations in the Comunitat Valenciana, the funding of up to 80% of veterinary expenses, food, facility maintenance, and volunteering projects represents direct support for their ordinary activities, while the 250,000 euro line for works allows for improvements that they would hardly be able to afford with their own resources.
