The Generalitat grants 3.4 million to Valencian cooperatives and worker-owned companies
Por FactBox Admin

The General Directorate of Labor, Cooperativism, and Occupational Safety has resolved the 2026 call for grants for the development of productive investment processes and the modernization of cooperatives and labor societies, with a final distribution of 3,413,421.51 euros among the beneficiary entities. The resolution, signed on September 29, 2026, by the Director General María Lurueña Ruiz, is published in the Official Gazette of the Generalitat Valenciana (DOGV) no. 10464, dated October 2, 2026, with official reference DOGV-C-2026-31041.
The regulatory bases stem from the Resolution of July 16, 2025, of the Department of Education, Culture, Universities, and Employment (DOGV 10156, 07.22.2025), and the call was structured through the Resolution of April 27, 2026, of the General Directorate of Labor, Cooperativism, and Occupational Safety (DOGV 10353, 04.30.2026). The procedure was to be resolved within three months of the publication of the call, a deadline that was not met due to the high volume of applications and the complexity of the verifications, as acknowledged by the resolution itself.
A pro-rated distribution at 79.51%
The amount to which the entities that proved they met the requirements were entitled amounted to 4,292,819.08 euros, but the credit finally available was 3,413,421.51 euros. Given this insufficiency, the resolution applies a pro-rating of 79.51% to each grant, without establishing a priority order, under the protection of the eleventh base, section 6, of the regulatory bases. The subsidy covers 50% of the investment, and no remainder remains in the subsidy line S0268.
The credit initially called for was 2,135,493.97 euros. It was expanded with a transfer of 1,277,927.54 euros authorized by the Resolution of July 17, 2026 (DOGV 10422, 08.05.2026), followed by the correction of errors of August 17, 2026 (DOGV 10432, 08.19.2026), the complementary credit retention of August 19, 2026, and the complementary expenditure approved on August 27, 2026.
232 beneficiary entities and 57 excluded applications
The resolution grants aid to 232 entities: 108 in full and 124 with a reduction in the requested amount. Additionally, the following are excluded from the distribution:
- 15 inadmissible applications, including 3J Business and Solutions Coop. V., Xicoteta Energia Coop. V., Transversal Coop. V., Natuvera Coop. V., Nirvana Benidorm Coop. V., and Mistral Acción Social Coop. V., due to non-subsidizable purpose, investment lower than 2,000 euros, or duplicate application.
- 42 rejected applications, such as Syuc Coop. V., Aliaga Integra Coop. V., Assut i Rafal Coop. V., Universal Coop. V., or Valian Coop. V., for failing to correctly address the request for correction or for non-subsidizable investments.
What is subsidized and until when
The funded concepts are machinery, computer equipment, furniture, software, websites, industrial vehicles, buildings, and land. Investments consisting of construction works, improvement, conditioning, or renovation of real estate are excluded. The largest grants are:
- Mira que Impresión Coop. V.: 108,512.24 euros.
- A&N Consultin Coop. V.: 107,460.88 euros.
- Coop. Eléctrica Benéfica San Francisco de Asís Coop. V.: 107,380.04 euros.
- FAV Innovation and Technologies Coop. V.: 103,300.11 euros.
- Rendint Coop. V.: 91,441.89 euros.
- Raúl Asencio Coop. V.: 87,466.15 euros.
The justification of the action must be submitted by electronic means until October 16, 2026, inclusive, with a justifying account, invoices, and proof of payment.
Financing, minimis and resources
The grants are awarded charged to chapter VII of subprogram 322D00 “Promotion of Cooperativism and the Social Economy”, line S0268, application G0114.03.02.GE00000.322D00.78101 of the Generalitat budgets for 2026. They are considered de minimis aid according to Regulation (EU) 2023/2831, with a limit of 300,000 euros per company in any three-year period.
The beneficiaries must maintain the investment and the legal form of a cooperative or labor company for five years (two if they are an SME). Against the resolution, which ends the administrative route, an appeal for reversal may be filed before the Minister of Housing, Employment, Youth and Equality within one month, or a contentious-administrative appeal before the High Court of Justice of the Valencian Community within two months.
The resolution closes the 2026 call for the promotion of the Valencian social economy and confirms the weight of cooperativism in the productive fabric of the Community: more than two hundred cooperatives and labor companies will receive financing to modernize their facilities, although the pro-rata distribution of 79.51% leaves their grants below what was requested.
