The Generalitat grants 200,000 euros to ValgrAI to apply AI to Valencian

The Generalitat has granted a nominative subsidy of 200,000 euros to the Graduate School and Network of Research Centers in Artificial Intelligence (ValgrAI) to apply artificial intelligence to the promotion, translation, and teaching of Valencian during 2026. The decision is formalized in the Resolution of September 23, 2026, of the Second Vice-Presidency and Conselleria of the Presidency, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10460, of September 28, 2026, with official reference DOGV-C-2026-30445.

The text is based on article six of the Statute of Autonomy of the Comunitat Valenciana, which mandates granting special protection to Valencian, and is framed within the Artificial Intelligence Strategy of the Comunitat Valenciana (EIACV), whose objectives are to boost an innovative productive ecosystem, prepare it for socioeconomic changes, and adopt AI in the public administration. The resolution emphasizes that the technology will allow for the personalization of language learning and facilitate simultaneous translation.

The beneficiary is the ValgrAI Foundation, a private scientific-educational, non-profit entity under the protectorate of the Generalitat, which acts as a coordinator between Valencian public universities and other actors in training, research, and technological transfer regarding artificial intelligence.

A nominative line charged to the 2026 budgets

• Amount granted: 200,000.00 euros.
• Subsidy line: S1678, “Promotion of Valencian with artificial intelligence.”
• Budgetary application: G01050409.422D00.4, subprogram 422D00 “Promotion of Valencian,” chapter 4.
• Enabling regulation: Law 4/2026, of July 22, on the budgets of the Generalitat for the 2026 financial year.
• Modality: direct grant in accordance with article 168.1.a) of Law 1/2015, of February 6, on public finance, the instrumental public sector, and subsidies.
• The aid is conditional upon the existence of adequate and sufficient credit in the 2026 financial year.

The subsidy is integrated into the third modification of the Strategic Plan for subsidies of the Presidency of the Generalitat and its public bodies 2024-2026, approved by the Resolution of September 21, 2026 (DOGV 10457, of September 23, 2026), under the strategic objective “Promotion of the use of Valencian with artificial intelligence.”

Seven work fronts for AI in Valencian

The resolution details the funded activities:

• Research the implementation of AI in the promotion and use of Valencian and organize training and outreach activities with Valencian universities.
• Develop models for transcription, generation, and simplification of texts, as well as cataloging by difficulty level, using clear communication criteria.
• Create and implement translation models between Valencian and Spanish, in addition to text correction.
• Build a speech synthesizer and a speech recognition system in Valencian.
• Develop a dialogue system or chatbot for learning Valencian and providing citizen services.
• Research applications for the teaching and evaluation of Valencian, aimed at both teachers and students.
• Manage and coordinate research and training projects with the entities integrated into the foundation’s board of trustees.

Execution, advance payment, and justification

The execution period spans from January 1 to December 31, 2026. Payment will be made by transfer and up to one hundred percent of the grant may be advanced once granted and before justification, without the need for a guarantee as it is a non-profit entity dedicated to the promotion of scientific research.

The justification will end on February 28, 2027, and will require an activity report and a financial report with a classified list of expenses, invoices, and participating personnel. Indirect costs may not exceed 15% of direct costs, and the entity may subcontract up to 100% of the activity. ValgrAI has five business days from publication to submit a written statement of conformity.

Control, European compatibility, and appeals

The Direcció General de Política Lingüística will exercise administrative and material control through a subsequent control plan. The aid is compatible with other grants or income for the same purpose, provided it does not exceed the cost of the activity, and is excluded from the principle of incompatibility with the internal market under Article 107 of the Treaty on the Functioning of the European Union due to its strictly local impact.

The resolution, signed by Vicent Satorres Calabuig, Director General of Linguistic Policy, concludes the administrative process. An optional appeal for reversal may be filed before the second vice president and counselor of the Presidency within one month, or directly before the Tribunal Superior de Justícia de la Comunitat Valenciana within two months.

The grant consolidates the Generalitat’s commitment to placing Valencian at the center of technological development: the results of these projects—machine translation, voice, conversational assistants, and educational materials—are intended to reach the citizenry, the educational system, and the Administration itself, which will be able to incorporate them into its customer service and language teaching.
