The Provincial Council revokes subsidies for two municipalities due to lack of justification

The Governing Board of the Provincial Council of Lleida has approved the partial revocation of grants awarded to two town councils due to a lack of justification of expenses. The agreement was adopted unanimously in the ordinary session of September 28, 2026 (31/2026) and is published in the Official Gazette of the Province of Lleida no. 190, of October 6, 2026, with the reference BOP-2026_0_190_8286. The affected beneficiaries are the Castell de Mur Town Council and the Granyena de les Garrigues Town Council.

The agreements are framed within Decree no. 3011 of July 19, 2023, on the delegation of powers from the Presidency of the Corporation to the Governing Board, and are made public in accordance with Article 56 of Law 7/85, of April 2, regulating the bases of local regime, and Article 145 of the Recast Text of the Municipal and Local Regime Law of Catalonia. The session, of an ordinary nature, was held from 2:00 PM to 2:15 PM in the Commission Room of the Council Palace, presided over by Joan Talarn Gilabert, with the attendance of three of the seven deputies who make up the Board, a sufficient quorum for a second call.

The reason cited in both cases is the lack of justification of eligible expenses, in accordance with Article 51.c of the General Grant Bases of the Provincial Council of Lleida. In the same act, the Board resolved other definitive revocations regarding sports for a combined amount of 25,371.52 euros, which affect sports entities and not town councils.

Castell de Mur: partial revocation of 1,746.26 euros

The Board has definitively approved the partial revocation of the grant awarded to the Castell de Mur Town Council within the framework of the Municipal Cooperation Plan for Local Investments 2020-2021 of the Provincial Council of Lleida. The subsidized action was the improvement of the sewage network of Guàrdia de Noguera.

Granyena de les Garrigues: reimbursement of 4,982.16 euros

The second agreement approves the partial revocation and partial reimbursement of the grant awarded to the Granyena de les Garrigues Town Council within the Extraordinary Plan for Local Investments 2017-2018. The grant initially awarded was 22,192.93 euros for the installation of heating in the dance hall, and the town council had received 16,644.70 euros as an advance.

The cause for the revocation and reimbursement is the failure to properly justify the total amount of the eligible expenses provided for in the call, in accordance with article 51.c of the General Grant Bases of the Diputació de Lleida.

Other revocations and agreements of the session

The Board also approved the total definitive revocation of subsidized actions regarding the promotion and encouragement of physical activity and sport, 2022 call, due to lack of justification and defects in the justification.

The beneficiaries of these revocations appear in an annex that is not reproduced in the text published in the bulletin. The agenda also included a grant of €107,842.04 to the City Council of Os de Balaguer for the stabilization and protection of a slope on the road to the Bassella de Gerb, the acceptance of waivers for sports grants totaling €13,562.93, the call for five administrative positions of group C, subgroup C1, and the filling of the position of head of Human Resources budget management (PLL/15/26).

The publication of these agreements has a direct impact on municipal coffers: the affected city councils will have to return public funds already received, with the corresponding late payment interest, and adjust their accounts to the reduction of the grant. For readers, the resolution evidences the control exercised by the Diputació de Lleida over the justification of grants awarded from the provincial budget.
