The Provincial Council modifies the IMPULSA 2026-2027 plan with 33.8 million in works

The Plenary of the Provincial Council of Castellón, in an ordinary session on September 22, 2026, approved the modification of the final approval agreement of the Castelló IMPULSA Provincial Plan for Works and Services for the years 2026-2027. The announcement is published in the Official Gazette of the Province of Castellón no. 115, dated September 24, 2026, under reference 04177-2026-U, within the Local Administration section. The modification affects only the investments and leaves the financing and the distribution by annual installments of the municipal public services unchanged.

The plan is governed by the Regulatory Ordinance of the “Castelló IMPULSA” Provincial Plan for Works and Services for the 2026-2027 financial years, initially approved by the Plenary on June 30, 2026, and definitively published in the Official Gazette of the Province of Castellón no. 100, dated August 20, 2026, with reference 03749-2026-U, after no claims or suggestions were submitted. The regulation is based on article 36.2.a) of Law 7/1985, Regulating the Bases of Local Regime, and the publication of the modification is carried out in compliance with article 32.3 of Royal Legislative Decree 781/86, of April 18. The ordinance set a global amount of 32,499,787.83 euros for the biennium.

Financing of investments

The modification distributes the global financing of the investments among the three types of beneficiary entities:

• City Councils – works: total amount of €33,805,079.95, with a contribution from the Provincial Council of €27,915,815.85 (€23,728,442.85 in 2026 and €4,187,373.00 in 2027) and €5,889,264.10 borne by the city councils.
• Associations of Municipalities – works and supplies: total amount of €767,773.81, with €717,697.53 from the Provincial Council (€610,042.86 in 2026 and €107,654.67 in 2027) and a contribution of €50,076.28 from the associations.
• Minor local entities – works: total amount of €137,500.00, fully provided by the Provincial Council (€116,875.00 in 2026 and €20,625.00 in 2027), without contribution from the minor local entity.

266 actions in city councils and 16 in associations of municipalities

The announcement details the table of beneficiaries and grants awarded for investments, with 266 actions in city councils, 16 in associations of municipalities, and one in the minor local entity. The total budget for municipal actions amounts to €35,080,230.10, with a granted subsidy of €27,915,815.85. Among the actions are:

• Atzeneta del Maestrat: renovation of sidewalk paving, €123,269.82 (file 3209/2026).
• Alcalà de Xivert: improvement of accessibility and pedestrianization in Alcossebre, €206,220.00 (file 2735/2026).
• Moncofa: redevelopment of the Plaza de la Constitución, budget of €900,000.00 and subsidy of €247,380.00 (file 3365/2026).
• Vinaròs: rehabilitation of the building envelope of the Torre Ballester building, budget of €351,167.17 and subsidy of €250,000.00 (file 3657/2026).
• Vila-real: comprehensive rehabilitation of Tarongers Street, €198,483.43 (file 4176/2026).

In the section for associations of municipalities (mancomunidades), the total budget for the actions reaches €769,168.17 and the granted subsidy €717,697.53. Notable mentions include the Mancomunitat Castelló Nord, with communication and alert systems for vulnerable populations for €116,994.95 (file 3225/2026), the Mancomunidad Intermunicipal del Alto Palancia, with four social services vehicles for €65,447.98 (file 3079/2026), and the Mancomunidad Plana de l’Arc, with the adaptation of the ground floor for the social services premises in Torre d’en Domènec for €93,712.98 (file 4126/2026). The only action for a minor local entity corresponds to the Entidad Local Menor de Ballestar, for the sociocultural building including enclosure, roof, and outdoor plaza, for €137,500.00 (file 2639/2026).

Execution deadlines and appeals processes

The plan’s ordinance establishes the following deadlines for beneficiaries:

• Works and supplies must be awarded and the award communicated, at the latest, by May 31 of the second year.
• Works and supplies must be fully justified, at the latest, by October 29 of the final year of the biennium.
• Municipal public service expenses must be justified by February 28 of the second year (first year) and February 28 of the following year (second year).

Against the act of approval, which ends the administrative route, an optional appeal for reversal (recurso potestativo de reposición) may be filed before the body that issued it within one month from the day following its publication, or directly a contentious-administrative appeal before the Contentious-Administrative Courts of Castellón within two months, in accordance with articles 123 and 124 of Law 39/2015 and articles 8, 25, and 46 of Law 29/1998. The announcement was signed in Castelló de la Plana on September 23, 2026, by the delegated deputy, Héctor Folgado Miravet.

The modification reorganizes the investments of the Provincial Council’s largest cooperation program and specifies the distribution of funds among the 135 municipalities of the province, the associations of municipalities, and the minor local entity, thereby establishing the bidding calendar for the construction companies that will execute the works during the 2026-2027 biennium.
