The Provincial Council will maintain video surveillance in four municipalities of Guadalajara

The Provincial Council of Guadalajara will assume the maintenance of the video surveillance points installed in Aldeanueva de Guadalajara, Alhóndiga, Barriopedro, and Canredondo. The four management entrustment agreements are published jointly in the Official Gazette of the Province of Guadalajara No. 184, dated September 28, 2026, and the publication itself constitutes their entry into force. The measure transfers the technical upkeep of cameras that until now depended on town councils without their own means to maintain them to the provincial institution.

Four agreements and their dates

The agreements were signed on different dates and followed the same process: approval by the municipal plenary, acceptance by the Provincial Council plenary, and subsequent formalization.

• Aldeanueva de Guadalajara: municipal plenary on 12/17/2025, Provincial Council plenary on 02/20/2026, and formalization on 09/11/2026.
• Alhóndiga: municipal plenary on 11/25/2025, Provincial Council plenary on 03/20/2026, and formalization on 09/22/2026.
• Barriopedro: municipal plenary on 10/30/2025, Provincial Council plenary on 03/20/2026, and formalization on 09/22/2026.
• Canredondo: municipal plenary on 05/01/2026, Provincial Council plenary on 07/17/2026, and formalization on 09/22/2026.

The announcement is based on Article 45.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and publishes the coinciding content of the agreements as an annex. For security reasons, the gazette does not identify or locate the video surveillance points included in each agreement.

What the Provincial Council assumes and what the town councils assume

The distribution of obligations is established in the second and third clauses of the standard agreement. The Provincial Council of Guadalajara is responsible for:

• Providing all software licenses necessary for the operation and management of the video surveillance point.
• Providing the communications system via 4G/5G for the transmission of images and their storage in the cloud.
• Providing and maintaining, both correctively and preventively, all hardware elements of the point, including the replacement of equipment that does not function correctly.
• Processing the requests for the renewal of fixed video camera authorizations before the Government Delegation in Castilla-La Mancha.

The town councils, for their part, assume the pole and the electrical supply of the point, and authorize the Provincial Council to process those renewals and to use the support to install any other element necessary for the purposes of the provincial institution.

Validity, control, and background

The agreement has a duration of four years, extendable by unanimous agreement of the parties for up to four additional years. It is terminated upon expiration of the term, mutual agreement, written notice by either party, revocation by the city council, or resignation of the Provincial Council in the event of breaches, following a hearing. Monitoring is the responsibility of a commission composed of two representatives from each party and chaired by a representative of the Provincial Council.

The text invokes Article 11 of the Law on the Legal Regime of the Public Sector, which allows for the entrustment of material or technical activities between administrations, and Article 36.1.b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which attributes to the Provincial Council the legal, economic, and technical assistance and cooperation to municipalities. The agreements are framed within the Video Surveillance and Security Plan of the Provincial Council of Guadalajara, which has been underway for more than two years, for which a framework maintenance agreement has already been awarded. This formula debuted with El Cubillo de Uceda, published in BOP No. 166, dated August 31, 2026. The document was signed in Guadalajara on September 25, 2026, by the president, José Luis Vega Pérez, and bears the verification code 26b9d123db14c4549514c210a2ccd985c2e660a9.

The announcement specifies that publication in the BOP constitutes the entry into force of the agreements, while the seventh clause places it on the day following its publication.

The decision relieves the economic and technical burden of four small city councils that cannot sustain their cameras on their own, and extends the provincial video surveillance network to the road accesses of these municipalities. For the residents, the practical effect is the continuity of the service and the renewal of authorizations before the Government Delegation in Castilla-La Mancha, without maintenance costs for local coffers.
