The Provincial Council of Teruel increases its budget by 24.4 million euros

The Plenary of the Provincial Council of Teruel definitively approved a credit modification of 24,452,847.48 euros in the current 2026 budget, according to the announcement published in the Official Gazette of the Province of Teruel no. 205, dated October 26, 2026, with official reference 2026-3097. The agreement was adopted in an ordinary session on September 30, 2026, and became final as no claims were filed during the public exhibition period. This is the largest economic operation in this edition of the provincial gazette.

The file and its legal basis

The operation is processed as a credit modification file of the Budget of the Provincial Council of Teruel through extraordinary credits and credit supplements, under articles 169, 170, and concordant articles of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, and article 38.2 and concordant articles of Royal Decree 500/1990, of April 20. The announcement identifies the file as 11/2026, although the summary by chapters inserted in the same text is headed as file 10/2026.

The document is electronically signed by the president of the corporation, Joaquín Juste Sanz, with a signature date of October 23, 2026, and is published on pages 2 and 3 of the gazette.

24.4 million in new expenditure

The total amount is divided between extraordinary credits and credit supplements:

• Extraordinary credits: €8,640,880.31, of which €33,000.00 corresponds to chapter 4 (current transfers) and €8,607,880.31 to chapter 6 (real investments).
• Credit supplements: €15,811,967.17, distributed as €11,831.57 for personnel expenses, €537,353.78 for expenses on current goods and services, €15,190,072.02 for current transfers, and €72,709.80 for real investments.
• Total extraordinary credits and supplements: €24,452,847.48.

By chapter, the effort is concentrated on current transfers, which total €15,223,072.02 between both figures, and on real investments, with €8,680,590.11.

Financing: treasury surplus, income, and cancellations

The modification is financed by three sources, which exactly match the authorized amount:

• Treasury Surplus for General Expenses from the 2025 settlement: €8,959,164.36 (chapter 8, financial assets).
• New unforeseen income: €10,524,681.24, with €116,674.80 from direct taxes, €135,248.17 from indirect taxes, and €10,272,758.27 from current transfers.
• Cancellation of credits from other uncommitted applications: €4,969,001.88, with €156,000.00 from chapter 2 and €7,400.00 from chapter 4, in addition to €4,805,601.88 allocated in the summary without a chapter breakdown.

Deadline to appeal

Against the approval agreements of these budget modifications, interested parties may file a contentious-administrative appeal directly before the Superior Court of Justice of Aragon, within a period of two months starting from the day following the publication of the announcement in the Official Gazette of the Province of Teruel, in accordance with article 171 of Royal Legislative Decree 2/2004.

The operation reorganizes the provincial institution’s accounts mid-fiscal year: it strengthens current transfers, the chapter that supports a large part of the cooperation with the municipalities, and increases real investments by more than eight million, while consuming accumulated treasury surpluses. For the city councils and entities of the province, the actual scope will depend on how those transfers and investments are executed before the close of 2026.
