The Provincial Council of Soria announces eight vacancies for general services

The Provincial Council of Soria has approved the guidelines for the call to fill eight permanent positions for General Services Personnel (PSG), group V and destination supplement level 14, assigned to the Los Milagros center. The decision is formalized through Decree No. 2026-3915, dated September 8, 2026, issued by the Vice Presidency of the Corporation, and is published in the Official Gazette of the Province of Soria number 106, dated September 11, 2026 (pages 3112 to 3123).

The call is part of the institution’s human resources planning and accumulates vacancies from the public employment offers for labor personnel for the 2021-2025 fiscal years. The process is governed by the competitive examination system and includes both open and disability quotas, as well as the creation of a job bank to meet temporary needs.

Vacancies and Quotas

The eight positions are distributed between the open quota and the quota reserved for people with disabilities, all located at the Los Milagros center and requiring a Schooling Certificate as a prerequisite:

• 1 position, open quota, OEP 2022.
• 1 position, disability quota, OEP 2022.
• 1 position, disability quota, OEP 2023.
• 2 positions, open quota, OEP 2024.
• 2 positions, open quota, OEP 2025.
• 1 position, disability quota, OEP 2025.

The number of positions may increase if, prior to the formalization of the contracts, a new public employment offer is approved that includes vacancies in the same category.

Requirements and Submission of Applications

To participate, it is necessary to have Spanish nationality or that of a European Union member state, be at least sixteen years old, hold a Schooling Certificate, and not have been dismissed from service in any administration. Those opting for the disability quota must certify a degree of disability equal to or greater than 33%.

Applications shall be submitted to the General Registry of the Council, via its electronic office, or through the means provided for in Law 39/2015, within a period of fifteen business days from the publication of the summary in the Official State Gazette. Examination fees amount to 9.87 euros, with exemptions and discounts for disability, unemployment, and large families.

Selection Process and Job Bank

The competitive examination will consist of two mandatory and eliminatory exercises: a first theoretical multiple-choice test of 50 questions, valued at 70 points, and a second theoretical-practical exercise consisting of five cases, valued at 30 points. The qualifying tribunal will be chaired by the director or manager of the residential center and will include public employees from the Council, the Regional Government of Castilla y León, and the Soria City Council.

Once the process is completed, a job pool will be established consisting of those who pass at least the first exercise, ordered by score, for the coverage of substitutions and temporary vacancies. The works council was notified of the rules on July 29, 2026.
