The Provincial Council of Soria has announced the Youth Housing Aid Grants within the Soria 2026 Plan, endowed with 280,000 euros, to facilitate access to housing for people under 40 years of age in municipalities with fewer than 20,000 inhabitants. The agreement was adopted by the Governing Board of the provincial institution on October 26, 2026, and its summary is published in the Official Gazette of the Province of Soria no. 125, of October 30, 2026 (reference BOPSO-125-30102026, pages 3818 to 3820), signed by the president, Benito Serrano Mata, in Soria on October 27, 2026.
Framework: from the Soria Plan to the provincial guidelines
The call is supported by the Connected and Healthy Soria Plan 2021-2027, approved by Agreement 137/2021, of December 16, of the Board of Castilla y León. By resolution of the Second Vice-Presidency of the Board of Castilla y León dated October 1, 2026, a grant was awarded to the Provincial Council to finance actions under the axis “Promotion of territorial cohesion within the framework of the demographic challenge. Strategic sectors,” corresponding to the 2026 annual budget.
The stated objective is to contribute to the retention of the young population in the rural areas of the province by facilitating their access to housing, continuing the line of aid developed in previous years. The applicable guidelines are the General Ordinance regulating the granting of Subsidies by the Provincial Council of Soria, published in the BOP no. 147 of December 23, 2009, and the call is processed in accordance with Law 38/2003, of November 17, General Law on Subsidies.
Amount, requirements, and eligible actions
The credit comes from item 2026 15220 78013 “Youth housing aid” of the current budget. The aid covers 50% of the eligible expenses, with a limit of 5,000 euros per application and dwelling. If the requests exceed the available credit, a proportional reduction will be applied to adjust to the amount of the budget item.
Natural persons registered in any municipality of the province of Soria who meet the following may apply for the aid:
- Be of legal age and under 40 years old on the date of submission of the application.
- Hold Spanish nationality or that of a member state of the European Union; non-EU foreigners must prove legal residence in Spain.
- Meet the requirements of Article 13 of Law 38/2003 and the third section of chapter three of RD 887/2006.
- Be the owner of at least 50% of the dwelling or land subject to the grant.
The activities must be carried out in localities with fewer than 20,000 inhabitants of the province and consist of the purchase and sale of a newly constructed or second-hand home that does not require rehabilitation, the purchase of urban land to build a primary residence, the purchase of a used home for rehabilitation, an advance payment contract via earnest money (arras), down payment, or similar figure, or construction on own land with an execution project endorsed by the professional college.
Expenses, primary residence, and exclusions
Eligible expenses, including VAT, are considered to be the cost of acquiring the home, the cost of the land where it will be built, notary and registry fees, and the drafting of technical projects. Invoices or payments prior to January 1, 2026, or after April 30, 2027, are not permitted.
The home must be used as a primary residence and be the place of registration (empadronamiento) of the beneficiary within a maximum period of twenty-four months from the granting resolution, in accordance with the twenty-third additional provision of Law 35/2006 and article 41 bis of RD 439/2007. Only one grant is awarded per home or buildable plot, and anyone who is the owner or usufructuary of another home in Spain is excluded, except in cases of separation or divorce, causes beyond their control, inaccessibility due to disability, or vacant inheritances or undivided interests (proindiviso). Purchases and sales between relatives up to the third degree will require prior express authorization from the Provincial Council (Diputación).
Deadline and submission of applications
The period opens the day following the publication of the summary in the Official Gazette of the Province of Soria and ends on February 28, 2027, being extended to the next business day if that date falls on a Saturday or holiday. Applications are submitted through the mechanisms of Law 39/2015 and include Annex I of the application, certificate of bank ownership, DNI or NIE, residence permit if applicable, certificate of registration (empadronamiento), earnest money or down payment contract, and the deed of the land when applicable. The guidelines and annexes are available on the Provincial Council’s website and in the National Grants Database.
The call aims for the dual objective of retaining the youth population and reactivating a housing market that is particularly strained in the rural areas of Soria: the aid can cover everything from the down payment on a used house to the land and technical project for a new build, provided that the beneficiary establishes their residence there within two years. The limit of 5,000 euros per home and the proportional distribution if the credit is exhausted condition the actual scope of a line that serves, as a theoretical maximum, dozens of applicants per year.
