The Provincial Council of Seville announces a position for an offset press operator.

The resolution approves the bases for a single position in Special Administration

The Provincial Council of Seville has approved, through Resolution No. 5232/2026, of 28 July, the specific bases governing the call for the provision, through the free turn, of one position of First-Class Offset Printing Machinist. This is a vacancy included in the staffing list of civil servants corresponding to the 2023 Public Employment Offer (OEP), whose announcement appears published in the Official Bulletin of the Province of Seville, No. 158, corresponding to Monday, 17 August 2026, with the official reference CVE: BOP-SE-2026-158001.

The position falls within the Special Administration Scale, subscale of Special services, group/subgroup C/C-1, and requires as minimum qualification Baccalaureate, Technician or equivalent. The selection system chosen is that of free competitive examination, and examination fees amount to 25 euros, with the possibility of exemption or reduction as provided in the general bases.

Regulatory background: a call that begins in 2023

The position was included in the 2023 OEP approved by Resolution No. 5158/2023, of 21 July, published in BOP No. 172 of 27 July 2023. Subsequently, the general bases governing the selection processes for the free turn and the reserve for persons with disabilities for the 2023 and 2024 OEPs were approved by Resolution 5284/2025, of 29 July, and published in BOP No. 147 of 1 August.

The current resolution was signed by Fernando Fernández-Figueroa Guerrero, in his capacity as Secretary General of the Provincial Council, by delegation of the Presidency in accordance with Resolution 1221/2026, of 3 March. The document includes a gender impact report in accordance with Organic Law 3/2007, of 22 March, on effective equality of women and men.

Opposition phase: two compulsory and eliminatory exercises

The opposition phase, with a maximum score of 30 points, consists of two exercises:

• First exercise (test): two multiple-choice tests — one theoretical and one practical — taken on the same day, with a total duration of 90 minutes. Each test contains 35 questions with four alternatives (one correct) plus 5 reserve questions. The penalty is one-third of a point for every three incorrect answers. A minimum score of 5 points is required in each test, with the possibility of applying the one-third rule if the number of passing candidates does not reach one-third of the total number of examinees.
• Second exercise (practical): a test of maximum 2 hours on the specific subjects of the syllabus, which will assess the ability to analyze and apply knowledge. The grading criteria are distributed as 70% for ability and general training, 20% for clarity of ideas, and 10% for precision and rigor.

Merit competition: experience and training

The competition phase, with a maximum score of 10 points, is divided into two sections:

• Professional experience (up to 6 points): each full month of service in the same position designation is valued, with different weightings depending on the scope — 0.084 points for services in Local Administration, 0.042 points in other Public Administrations, and 0.021 points in the private sector —. Experience is accredited by means of a certificate of services rendered or an updated Employment History Report.
• Training (up to 4 points): training and development courses, workshops, and seminars are valued, with scores ranging from 0.05 points for courses of up to 10 hours to 1 point for those of 351 hours or more. Courses on cross-cutting subjects (gender equality, transparency, occupational risk prevention, and administrative procedure) may not exceed 30% of the maximum score for this section.

The final grade is obtained by applying 60% to the opposition phase and 40% to the competition. In the event of a tie, the order is established by the highest score in the opposition, the highest merit score, the most underrepresented sex in the workforce, and finally, the older age of the applicant.

Opposition syllabus: 32 topics on graphic arts and offset

Annex I of the call details the syllabus, divided into common subjects (8 topics on the Constitution, Local Administration, administrative procedure, Local Finance, data protection, and equality) and specific subjects (32 topics dedicated to graphic arts, printing methods, typography, layout, the offset printing process, quality control, and occupational risk prevention in the category of Offset Machine Operator).

Candidates interested in participating in this selection process should follow the publications of the BOP de Sevilla to find out the dates for submitting applications and the exam announcement. The resolution may be appealed before the same body within one month (optional reconsideration appeal) or before the Contentious-Administrative Section of the Court of First Instance of Seville within two months.
