Por FactBox Admin

The Provincial Council of Seville has approved the guidelines and the call for repayable financial advances intended to meet temporary treasury needs of municipalities and autonomous local entities in the province with a population of fewer than 20,000 inhabitants that provide the Dependency Home Care Service. The agreement was adopted by the ordinary Plenary of the corporation on September 24, 2026, and its summary is published in the Official Gazette of the Province of Seville number 192, Friday, October 2, 2026, in the Local Administration section, with the official reference BOP-SE-2026-192001. The line is endowed with 20,000,000.00 euros for the 2026 financial year.
Regulatory framework and issuing body
The call is processed through the competitive procedure provided for in articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Law on Subsidies, and is identified in the National Subsidies Database with the number 932565. The full text of the regulatory guidelines is published on the electronic notice board of the Provincial Council of Seville.
The instrument is part of the Provincial Plan for Social Cohesion and Equality 2024-2027, whose regulatory guidelines were published in the BOP of Seville number 83, of April 30, 2024, and which for the 2026 financial year was approved by the Plenary of the Council in the session of January 29, 2026, with final publication in BOP number 41, of March 2, 2026, and correction of errors in BOP number 43, of March 4, 2026.
The summary appears signed in Seville on September 30, 2026, by the Secretary General, Fernando Fernández-Figueroa Guerrero, and corresponds to the Treasury Area of the provincial institution.
Who can apply and for what purpose
Beneficiary entities may be, according to the first section of the guidelines:
- Municipalities and autonomous local entities of the province of Seville with a population of fewer than 20,000 inhabitants.
- Entities that have a signed and current cooperation agreement for the development of the Provincial Plan for Social Cohesion and Equality at the time of submitting the application.
- Entities that are beneficiaries of the Home Care Service linked to Law 39/2006, of December 14, on the promotion of personal autonomy and care for people in a situation of dependency (SAD Dependencia).
- Entities that meet the requirements of the call.
The purpose is to regulate the granting of repayable financial advances to cover temporary treasury needs of these local entities.
Amount, term, and nature of the advance
The maximum global amount for the 2026 call for applications amounts to 20,000,000.00 euros, charged to budget allocation 2103 93400 8202002. The predetermined individual amount for each beneficiary entity is equivalent to three average monthly payments of the Dependency Home Care Service (SAD Dependencia), calculated on the basis of the payments actually made by the Provincial Council of Seville in favor of the corresponding entity during the immediately preceding financial year.
The deadline for submitting applications is twenty business days starting from the day following the publication of the summary of the call in the Official Gazette of the Province of Seville.
The advances are structured as short-term treasury operations, of a temporary and repayable nature, charged to chapter 8 —financial assets— of the provincial budget.
Impact for city councils
The measure affects virtually all municipalities in the province, as the majority do not reach 20,000 inhabitants, and arrives at a time when city councils must advance the cost of the Dependency Home Care Service before receiving payments from the Provincial Council. The advance, equivalent to three average monthly payments of the service, provides liquidity margin to the city councils and autonomous local entities while the final financing is processed, although this is money that must be returned to the provincial budget.
