La Diputación de León convoca oposición para una plaza de Médico

The Provincial Council of León has announced a competitive examination for one Doctor position included in the 2023 Public Employment Offer, in the open access shift and classified under group A1. The Governing Board of the provincial institution approved the regulatory bases and the call for applications in the session of October 16, 2026, and the full announcement is published in the Official Gazette of the Province of León no. 199, of October 20, 2026, with the official reference BOP-LE-2026-199001. The deadline for submitting applications is 20 business days starting from the day following the publication of the summary of the call in the Official State Gazette.

The position corresponds to the Special Administration scale, Technical subscale, group/subgroup A/A1, with the designation of Doctor and a single position offered in the open access shift. The filling will be permanent as career civil servant personnel, and the position is provided for in the budget staff with the basic remuneration of the group and the complementary payments agreed upon by the Corporation. The bases are also published in the Official Gazette of Castilla y León, on the Council’s website, and on the electronic notice board of the headquarters; the summary announcement in the BOE is what triggers the start of the application period.

Requirements, fee, and submission of applications

  • Qualification: Degree in Medicine or the qualification that enables the practice of this regulated profession; foreign degrees require homologation or a certificate of equivalence.
  • Examination fee: 30 euros, paid into the restricted account of the Council in accordance with Fiscal Ordinance no. 16, approved by the Plenary on July 27, 2016 (BOP no. 187, of September 29, 2016).
  • 50% discount: persons with a disability equal to or greater than 33%, job seekers under the terms of the bases, and large families of the general category.
  • Total exemption: large families of the special category.
  • Submission: preferably through the electronic headquarters of the Council, and also at the General Registry, auxiliary registries, or by mail in an open envelope.
  • Documentation: copy of the required degree and proof of payment of the fee, in addition to the disability certificate if applying under that category.

A single exercise with two eliminatory parts

The process consists only of a competitive phase, structured as a single exercise with two mandatory and eliminatory parts carried out jointly. The first consists of the written development of one topic from the general part and two topics from the specific part, with a maximum of 150 minutes; the second is the resolution of one or several practical cases, with 90 minutes.

Each part is graded from 0 to 10 points and requires a minimum of 5 to pass; the final grade results from the sum of both. The second part will not be graded for those who do not pass the first, not even for the purpose of joining the employment pool. Ties are resolved by the higher score in the second part and, subsequently, in the first, applying the Provincial Council’s Equality Plan and, as a last resort, by lottery.

Syllabus of 75 topics and a five-member tribunal

The program is divided into a general part of 21 topics —State organization, local regime, administrative procedure, contracting, and public service— and a specific part with three blocks:

  • Block I, Occupational Medicine (topics 1 to 25): health surveillance, work fitness, biological and physical agents, ergonomics, and psychosocial risks.
  • Block II, General medicine applied to the provincial scope (topics 26 to 50), with attention to urgencies and emergencies.
  • Block III, Geriatrics, disability, and residential care (topics 51 to 75), oriented toward socio-sanitary centers.

The Selection Tribunal will be composed of five career civil servants, with a presidency and secretary with voice and vote, and will be headquartered at the Diputación de León, plaza de San Marcelo n.º 6, 24002 León. The nominal designation of its members will be made public along with the final list of admitted candidates, which will also set the date, place, and time of the first exercise.

Appointment and employment pool

Whoever passes the process will be appointed by the Presidency of the Diputación and must take office within one month from the publication of the appointment in the BOP. An employment pool ordered by score will be established with those who pass any eliminatory part, regulated by the provincial pool regulations.

The announcement is signed by the delegated deputy of the Human Resources and Area Coordination Area, Ana María Arias González, in León on October 19, 2026, by delegation of the president through Decree No. 10355, of September 13, 2023 (BOP no. 177/2023, of September 15), and is processed under file number 1650483N. The same session of the Governing Board approved separate ordinary competitions for Administrative Assistant and Social Worker positions.

The call is of interest to Medicine graduates seeking stable public employment in the province, in a health profile with little presence in the staff of the Leonese local administration. The position is resolved with a single exercise and without a competition phase, so the result depends entirely on the tests, and the resulting employment pool also opens a temporary hiring route for those who do not secure the position.
