La Diputación de Huesca convoca por méritos la jefatura de Vías Provinciales

The Provincial Council of Huesca has announced a competitive merit-based selection process for the position of Head of the Provincial Roads Section (RPT 210), a level 28 management position reserved for civil engineers. The call was approved by Decree No. 3614, of October 19, 2026, from the Presidency of the Corporation, and is published in the Official Gazette of the Province of Huesca No. 201, of October 20, 2026 (official reference BOPH-2026-201003). The guidelines are located on pages 22 to 27 of the gazette, within the Local Administration section.

The processed file is that of the Secretariat, Human Resources Section, Civil Servant class, documentary series B050202, No. 80, year 2026, and incorporates the report from the Head of the Human Resources Section dated October 16, 2026. The resolution is issued under Article 34 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and is supported by Decree 80/1997, of June 10, of the Government of Aragon, which approves the regulation for the filling of job positions, administrative career, and professional promotion of civil servants of the Autonomous Community of Aragon, as well as the current Regulatory Agreement on the working conditions of civil service personnel and the Corporation’s Job Position List (RPT).

A position reserved for civil engineers

The announced position is that of Head of the Provincial Roads Section, with RPT number 210, destination supplement level 28, and assignment to group A, subgroup A1, within the Special Administration Scale, Technical Subscale, class of Senior Technicians. The required qualification is a university degree and enabling master’s, a university license, or equivalent.

Only career civil servants of the Provincial Council of Huesca belonging to the Special Administration Scale, Technical Subscale, group A, subgroup A1, in the category of Civil Engineer (Caminos, Canales y Puertos) may apply for the position. They must be in active service or in any of the situations regulated in Article 33 of Legislative Decree 1/1991 and prove a minimum of two years of tenure in the job position they currently occupy, unless it is within the same Area. The requirements must be met by the application deadline date.

Fifteen business days and electronic processing

Applications, accompanied by a curriculum vitae and supporting documentation of merits, shall be submitted through the Staff Portal via a generic request. The deadline is fifteen business days starting from the day following the publication of the rules in the Official Provincial Gazette. In the application, interested parties must indicate whether they are attaching the merits to be evaluated or referring to their personal file. The remaining announcements of the call will be published on the Staff Portal.

Scoring Scale: up to one hundred points

The evaluation of merits is adjusted to Article 21 of the Regulatory Agreement and always refers to the closing date of the application period:

  • Consolidated personal grade: 10 points if it is equal to or higher than the level of the position; 5 points if it is not lower by more than two levels; 2.5 points in all other cases.
  • Work evaluation: maximum 40 points, with 12 points for performance in Public Administrations, 12 for positions in the same Service or Section of the Provincial Council, and 1.6 points per year in positions of similar technical content, up to 16 points and only for the last ten years.
  • Training: maximum 25 points, with up to 20 for courses (0.02 points per hour received and 0.04 per hour taught) and up to 5 for academic qualifications other than the entry requirement (5 points for a doctorate and 4.5 for a degree or bachelor’s).
  • Seniority: maximum 25 points, at a rate of one point per year of work, including previous service in any Public Administration.

Evaluation Commission and calendar

The Evaluation Commission will consist of a chairperson who is a career civil servant appointed by the Corporation, four members, and a secretary with a voice but no vote; all members must belong to the same or a higher classification group than required, and parity between women and men will be sought. Representatives of the trade union centers present on the General Negotiation Table may attend as observers, without voice or vote.

The appointment is the responsibility of the President of the Provincial Council and must be carried out within a maximum period of two months from the end of the application period. The assumption of office will occur within three business days if it does not involve a change of residence, or within one month if it does. Against the rules, which are final in administrative proceedings, an appeal for reversal may be filed within one month or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Huesca. The decree is signed in Huesca, on October 19, 2026, by the president Isaac Claver Ortigosa.

The call for applications affects a section that organizes the road network of the entire province; therefore, the selection of its head conditions the conservation and maintenance of the provincial roads. Furthermore, the competition is limited to the Provincial Council’s own staff and to a very specific qualification, meaning that the number of applicants will be small and the result will depend primarily on seniority and the work performed within the institution.
