The Provincial Council of Cuenca announces 36 permanent positions for firefighter mechanic drivers

The Provincial Council of Cuenca has approved the call and specific rules for 36 positions for Firefighter Mechanic Driver through an open competitive examination system. The decision was adopted via Decree No. 7219, dated September 15, 2026, and published in the Official Gazette of the Province of Cuenca (BOP) No. 107, dated September 16, 2026, in announcement No. 2196 (page 20). The positions are permanent and correspond to the staff of the provincial fire extinguishing service.

The decree is signed by the president of the corporation by delegation to the deputy for Personnel and Internal Regulations (Decree No. 4841, dated July 22, 2025). The call develops the expansion of the Council’s Public Employment Offer for 2026, approved by Decree No. 7046, dated September 10, following negotiation with union representation, and is processed through the Personnel Service.

The positions belong to Group C2, special administration scale, special services sub-scale, fire extinguishing class, and are vacant in the staff of the Fire Prevention and Extinguishing, Civil Protection and Emergencies Service (SPEIN) of the Provincial Council of Cuenca. The number of positions may be increased by vacancies that occur during the development of the selection process, an increase that must be published on the electronic headquarters notice board.

Requirements and submission of applications

Applicants must meet the requirements on the closing date of the application period and maintain them until taking office:

  • Spanish nationality, without prejudice to the regulations on access for nationals of other States.
  • Be at least sixteen years of age and not exceed the maximum compulsory retirement age.
  • Qualification of School Graduate, FP I or equivalent.
  • Functional capacity for the performance of the duties of Mechanic-Firefighter-Driver.
  • Not be disqualified nor have been dismissed through disciplinary proceedings.
  • Valid driving licenses of classes B, C, BE and CE.

The application is submitted electronically through the CONVOCA application, in the Citizenship section of the Council’s website (https://dipucuenca.convoca.online/). The deadline is ten business days starting from the day following the publication of the summary of the call in the BOE. The examination fees are 9.00 euros, payable to account ES53 2103 7403 1000 3000 3280, and failure to pay within the deadline is not rectifiable.

Four eliminatory tests

The selection process is mandatory and eliminatory, with a maximum score of 10 points, and consists of four exercises:

  • First test: a 100-question questionnaire plus 5 reserve questions, four alternative answers, and a duration of 120 minutes; a maximum of 7 points and a minimum of 3.5 to pass.
  • Second test (physical fitness): six exercises scaled by age and sex —bench press, pull-ups, vertical jump, horizontal jump, 1,000-meter run, and 50-meter freestyle swimming—; maximum of 3 points.
  • Third test: medical examination, with a rating of fit or unfit according to the exclusion table in Annex IV.
  • Fourth test: mandatory and eliminatory selective course, prior to appointment as civil servants in training.

The order of performance in exercises that do not allow joint action will begin with the letter “B”, in accordance with the draw published by the Resolution of June 29, 2026, of the State Secretariat for Civil Service. The Qualifying Board will be appointed by the competent body and published in the BOP; it will consist of a presidency, three memberships —one proposed by the Regional Government of Castilla-La Mancha— and a secretariat, with voice and vote.

Job bank and taking office

A job bank will be established with candidates who do not obtain a position but pass at least one of the tests, governed by the regulations and current agreements on the matter. Those who pass will have twenty calendar days to submit the supporting documentation to the Personnel Service and will be appointed as civil servants by the president of the Provincial Council, with the appointment published in the BOP and taking office within thirty days from notification.

An optional appeal for reversal may be filed against the rules within one month before the delegated deputy for Personnel and Internal Regime, or directly a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Cuenca.

The call for applications represents the largest public employment offer of the year in the province of Cuenca and opens a stable access route to the provincial fire service for hundreds of candidates, in addition to reinforcing the staff of the SPEIN, which covers fire prevention and extinction and emergencies in the rural environment of Cuenca.
