The Provincial Council of Burgos announces a merit-based competition for 48 civil servant positions

The Provincial Council of Burgos has approved the guidelines for a call to fill, through a merit-based competition and a specific merit-based competition, a total of 48 job positions for civil servant personnel of subgroups C1 and C2, both for the provincial institution itself and for the Provincial Institute for Sport and Youth of Burgos. The call is published in the Official Gazette of the Province of Burgos number 176, dated September 16, 2026 (official reference BopBUr-2026-03933).
The guidelines were approved by resolution number 2026008853, dated August 31, by the first vice-president of the Entity, by virtue of the powers conferred by article 34.g) of Law 7/1985, of April 2, regulating the Bases of Local Regime, and the delegation carried out by the Presidency in resolution number 2023007943, dated August 3, 2023. The document is signed by the secretary general, José Luis M.ª González de Miguel, dated September 10, 2026.
The advertised positions
The call groups the destinations into four categories, all of which are vacant according to the current Job Position List and which the provincial administration deems appropriate to fill for technical or organizational reasons:
- 21 administrative positions (C1, complement level 18), distributed among the Central Human Resources Services, General Secretariat, Procurement, Legal Advice, Audit, the Fernán González Institution, Social Services, and the Machinery Park.
- 16 administrative assistant positions (C2, complement level 16), including six in social services network centers: the San Salvador de Oña Residence and the CEAS (Social Action Community Centers) of Medina de Pomar, Briviesca, Burgos Rural South, Villarcayo, and Lerma.
- 4 head of office positions (C1, destination complement level 20), in Social Services, General Registry, Administrative Support, and Payroll and Social Insurance.
- 7 programmer-operator positions (C1, destination complement level 20), in Informatics and New Technologies, Audit, and SAJUMA.
Added to these is a specialized position for an administrative (programmer-operator) in the Procurement section, which requires high computer skills and mastery of the Public Sector Procurement Platform.
Requirements and submission of applications
Career civil servants of the Provincial Council of Burgos or the Provincial Institute for Sport and Youth of Burgos who are in active service or in another administrative situation other than final suspension may participate. General requirements include:
- Having remained in the current job position for at least two years since taking possession of the last assignment.
- Maintaining the necessary aptitude for the performance of duties, at the discretion of the Prevention Service.
- Meeting the specific requirements for each position (permanent tenure of a post in the corresponding subgroup and, where applicable, a class B driver’s license, specialist technician training in Telecommunications, or computer skills).
Applications shall be submitted to the General Registry of the Provincial Council, preferably by electronic means, within fifteen business days starting from the day following the publication in the bulletin. They must be accompanied by supporting documentation of the claimed merits, and if applying for several positions, the order of preference must be indicated.
Assessment of Merits
The assessment commission, composed of a president, a secretary, and two members, will score merits up to a maximum of 10 points according to the following scale:
- Consolidated personal grade: up to 1 point, depending on the position of the grade relative to the level of the announced post.
- Work experience: up to 3 points, assessing performance as a permanent holder of positions in the same or different service and qualification level.
- Training courses and qualifications: up to 1 point per section, depending on duration and MECU/MECES level.
- Seniority: up to 2 points, based on the qualification group in which the services were provided.
- Work-life balance: up to 1 point, for the prior assignment of a spouse or the care of children or relatives.
Positions subject to a specific competition will have a second assessment phase consisting of a report of up to 10 pages, scoreable up to a maximum of 3 points. The minimum score for adjudication will be three points, and the assigned destinations shall be non-waivable. An appeal for reversal may be filed against the rules before the President of the Corporation, or a contentious-administrative appeal before the Contentious-Administrative Court of Burgos.
The call opens an internal mobility route for hundreds of provincial civil servants aspiring to improve their assignment within the administration, in a process that combines the objective assessment of merits with family reconciliation and reinforces the coverage of key positions in social services, informatics, and administrative management of the province.
