The Provincial Council of Badajoz announces the internal promotion of contract employees to civil servants.

The Provincial Council of Badajoz and its Autonomous Body for Collection and Tax Management (OAR) have published this Friday, 14 August 2026, in the Official Gazette of the Province of Badajoz (issue 155) the rules of two competitive examination calls for the change of legal regime from permanent labor staff to career civil servants, under the horizontal internal promotion scheme. The processes, included in Announcements 3092/2026 and 3093/2026, will allow the consolidation as civil servants of those occupying 42 posts on the provincial staff and 16 at the tax body.

The calls fall within the 2026 public employment offer of the Provincial Council of Badajoz and its autonomous bodies, approved by resolution of the President on 17 April 2026 and published in Official Gazette of Extremadura issue 81, of 29 April 2026. They are developed within the framework of the Public Employment Management Plan and the Framework Agreement between the Administration and Trade Unions, and are aimed at permanent labor staff performing functions or activities reserved for civil servants.

Two calls, 58 posts

Announcement 3092/2026, signed by delegation of the Presidency by the Third Vice-President and Deputy Delegate for the Area of Public Employees, Safety and Health at Work, Ramón Díaz Farias, calls for 42 posts at the Provincial Council in subgroups A1, A2 and C2. Announcement 3093/2026, signed by the Vice-President and Deputy Delegate for OAR, María Concepción López López, calls for 16 posts at the body in subgroups A2, C1 and C2. In both cases, this is crossed horizontal internal promotion: each post of labor origin corresponds to an equivalent civil servant post in the same subgroup, according to Annex I of each call.

The positions offered include:

  • Provincial Council (Announcement 3092/2026): higher teaching staff for conservatory and languages, technical architects, intermediate technicians for employment and local development, library science and documentation, IT, economics, equality, territorial cooperation, training and project management, and regional administrative assistants.
  • OAR (Announcement 3093/2026): technical surveyor engineers, intermediate IT and collection technicians, section heads of the Olivenza and Badajoz Collection offices, programmers and administrative assistants.

Requirements and selection system

Those who are effectively performing, or have reserved, a post as permanent labor staff among the positions in Annex I may participate; in addition, they must hold Spanish nationality or the authorization provided for in Article 57 of the consolidated text of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015), the required qualification and the functional capacity for the position.

The system will be that of competitive examination, with two phases:

  • Examination phase (up to 60 points): multiple-choice test of 40 questions plus 5 reserve questions in a maximum of 60 minutes; each correct answer adds 1.5 points, with no penalty for incorrect answers, and a minimum of 20 points is required. The syllabus is set out in Annex II.
  • Merits phase (up to 40 points): exclusively assesses services rendered in the Administration as labor personnel in the original group, at a rate of 0.33 points per month of effective service.

The maximum total score is 100 points and the maximum time to resolve the process will be 12 months.

Deadlines, fees and registration

  • Application deadline: 20 business days from the day following the publication of the extract of the call in the Official State Gazette.
  • Registration: mandatory electronically, with a digital certificate, at the electronic headquarters of the Provincial Council (sede.dip-badajoz.es).
  • Exam fees: €37.76 for subgroups A1 and A2; €22.66 for C1 and €15.13 for C2. Exempt: large families of special category and victims of terrorism; those of general category receive a 50% discount.
  • Admission: the provisional list of admitted and excluded applicants will be published within a maximum period of two months.

Those who pass the process will be appointed career civil servants and will remain in the same position, with their labor contract automatically terminated upon taking office. Those who do not participate or do not pass the tests will maintain their service relationship as permanent labor personnel.

The call represents a decisive step in the organization of provincial public employment: within the framework of the plan approved this year, dozens of public employees of the province will be able to access the status of career civil servants without changing positions, a process that reinforces the stability of the workforce of the Provincial Council of Badajoz and its collection agency.
