Por FactBox Admin

The Provincial Council of Alicante has granted 5,795,716.25 euros in current expenditure subsidies from the +Cerca Plan 2026 (2nd Phase) to 52 local entities with fewer than 1,000 inhabitants. The measure was approved by President’s Decree no. 2026-4333, dated September 28, 2026, and published in the Official Gazette of the Province of Alicante (BOP) no. 185, dated September 29, 2026, in section III. Local Administration (announcement 7398). The distribution includes a 100% advance of the amount and a justification period extending until February 2027.
The amount granted to each entity corresponds to the difference between the new maximum subsidy amount preset in the “Subsidy Table per Local Entity”—approved in the Second and Fifth sections of the plenary agreement of July 21, 2026 (BOP no. 137, dated July 23, 2026)—and the subsidy already granted and advanced by President’s Decree no. 2581, dated June 8, 2026. The resolution does not establish a priority order among the applications submitted, in accordance with the fourth section of Provision 21 of the call.
The total expenditure is charged to application 31.9201.4620100 of the current Provincial Budget. The resolution is signed by the Director of the Municipal Assistance Area, the 2nd Vice President and Deputy for General Administration and Finance, and the Secretary General.
Distribution among 52 local entities
The annex of the resolution details the 52 beneficiary entities, including their CIF, population, and amount. The largest allocations are:
- E.A.T.I.M. Jesus Pobre: €205,344.00 (959 inhabitants).
- Famorca City Council: €171,280.00 (44 inhabitants).
- Benimassot City Council: €165,950.00 (85 inhabitants).
- Fageca City Council: €162,000.00 (100 inhabitants).
- Quatretondeta City Council and Benifallim City Council: €157,500.00 each (130 inhabitants).
The smallest amounts correspond to Torre de les Maçanes (La)/Torremanzanas City Council, with €46,991.25 (749 inhabitants), Benimeli City Council, with €50,900.00 (474 inhabitants), and Ràfol d’Almúnia (El) City Council, with €56,994.00 (734 inhabitants). The list also includes the E.A.T.I.M. Ayuntamiento Llosa de Camatxo, with €109,000.00, and municipalities such as Tollos (32 inhabitants), the least populated in the annex.
100% Advance and two justification periods
The resolution advances 100% of the indicated amount to each city council that has not expressly waived it, in accordance with Provision 16 of the call. The justification periods are divided into two scenarios:
- Entities that have not waived the advance: justification until February 5, 2027, with no possibility of exceeding that date.
- Entities that have waived the advance: justification until October 23, 2026, also as a maximum limit.
Mandatory Publicity and Appeals Process
Beneficiaries must publicize the funding provided by the Provincial Council (Diputación) for the subsidized activity, in accordance with Provision 17 of the call for applications and Article 15.2 of the General Grant Ordinance. The dissemination must be carried out on the beneficiary’s available social networks and include, at a minimum, the name of the work or intended object, the name of the call for applications, and the total amount of the grant received, along with the institutional image of the provincial entity. Failure to comply with this obligation will result in the reimbursement of the grant, under the terms of Article 36.5 of the General Grant Ordinance.
Against the resolution, which exhausts the administrative route, the following may be filed:
- An optional appeal for reversal (recurso potestativo de reposición) within one month, before the body that issued the act (Articles 123 and 124 of Law 39/2015, of October 1).
- A contentious-administrative appeal within two months, before the Court of First Instance of Alacant/Alicante (Article 46 of Law 29/1998, of July 13).
None of the appeals suspend the execution of the notified act.
The distribution reinforces the current financing of the smallest municipalities in the province, many with fewer than 300 inhabitants, which depend on these provincial contributions to sustain their services. The full advance allows city councils to have the funds available before executing the expenditure, while the staggered justification calendar—October 2026 for those who waived the advance and February 2027 for the rest—sets the accounting obligations of the beneficiary entities for the coming months.
