The Provincial Council creates three Early Childhood Education positions at the Preschool

The Plenary of the Provincial Council of Ciudad Real, in an ordinary session held on July 27, 2026, unanimously approved the creation of three positions for Higher Technician in Early Childhood Education (Group B) and the amortization of one post and one subaltern position. The agreement, made final after the public exhibition period, is published in the Official Gazette of the Province of Ciudad Real on August 29, 2026 (announcement number 2758, file DPCR2026/35084).

An agreement culminating a judicial process

The measure arises from the execution of Judgment No. 160, of March 17, 2014, issued in the contentious-administrative appeal of proceedings No. 224/2010 before the Second Section of the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha. In execution of said resolution, the Plenary had already agreed in December 2016 to transform the Childcare Assistant positions into Higher Technician in Early Childhood Education positions, classified under Group B, requiring the qualification of Higher Technician in Early Childhood Education.

Currently, three Childcare Assistant positions remain (No. 4.11.030, 4.11.039, and 4.11.045) occupied by career civil servants of subgroup C2 who already possess the required qualification. The creation of the new positions responds to the need to adapt the workforce to current educational regulations, particularly Article 92.2 of Organic Law 2/2006 on Education, and Decree 88/2009 of Castilla-La Mancha.

Created positions and amortization

The three new positions are created at the “La Flauta Mágica” Early Childhood School, all within the Special Administration scale, Technical sub-scale, Middle Technician class, Early Childhood Education category:

• Position No. 1819, Higher Technician in Early Childhood Education, Group B.
• Position No. 1820, Higher Technician in Early Childhood Education, Group B.
• Position No. 1821, Higher Technician in Early Childhood Education, Group B.

As a counterpart, post No. 1.21.040 (ID 143) for Subaltern and position No. 1171 for General Administration Subaltern are amortized. The increase in expenditure affects only the basic remuneration and the destination supplement, and is offset by said amortization, in accordance with Article 126.2.a) of Legislative Royal Decree 781/1986.

Internal promotion and 2026 PEP

The creation of the positions constitutes a prior and essential requirement for their inclusion in the 2026 Public Employment Offer and the subsequent call for the promotion process provided for in the Eighth Transitional Provision of Law 4/2011 on Public Employment of Castilla-La Mancha. The promotion will be carried out through the modality of direct promotion in the workplace, such that those who pass the selection process will remain assigned to the same positions they have been performing.

The proposal was signed by the Deputy Delegate for Human Resources and the Deputy Delegate for the Internal Organization Area, with a favorable report from the Provincial Audit Office and a ruling from the Permanent Personnel Information Commission dated July 2, 2026. The agreement was adopted with twenty-five votes in favor, none against, and no abstentions, and was signed by the President, Miguel Ángel Valverde Menchero, and the Deputy Secretary General, Enrique Fernández Cazallas.

Relevance for readers

The decision allows for the completion of the functional adaptation of the Nursery School staff to the current legal and technical requirements in educational matters, enabling the internal promotion of personnel who meet the requirements and the proper provision of the educational care service in the first cycle of Early Childhood Education.
