The Provincial Council announces a vacancy for a position in the Presidency Cabinet via free appointment

The Provincial Council of Seville has announced the filling, through the system of free appointment, of position no. 1780-2 for Administrative Assistant of the Presidency Cabinet, assigned to the Presidency Area. The call is approved by Resolution no. 6677/2026, dated September 21, and published in the Official Gazette of the Province of Seville (BOP) no. 187, dated Friday, September 25, 2026, with official reference BOP-SE-2026-187001. Applications may be submitted within five business days starting from the day following the publication.
The announcement is signed by the Secretary General of the corporation, Fernando Fernández-Figueroa Guerrero, by delegation of Resolution no. 1221/26, dated March 3, and is issued at the proposal of the Council Delegate for the Public Employee Area. The resolution concludes the administrative route and exhausts the procedure for the approval of the rules.
The legal framework of free appointment
The call is supported by Article 78 of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee (TREBEP), which reserves this formula for positions that, due to their special responsibility and trust, so require, according to its Article 80.
At the regional level, Articles 123, 128, and 140 of Law 5/2023, of June 7, on the Public Service of Andalusia (LFPA), and Articles 78 to 81 of Decree 51/2025, of February 24, which regulates the planning and organization of public employment in the Regional Government of Andalusia and is applicable to Local Administration, are applied. The Collective Agreement of the Provincial Council of Seville refers, in its Article 53, to the conditions of the civil service personnel.
Position characteristics and requirements
The announced destination presents these conditions:
- Position of the Job List for Labor Personnel no. 1780-2, Administrative Assistant of the Presidency Cabinet.
- Assignment to the Presidency Area, with budget item 0014 92000.
- Group II.
- Specific supplements: Responsibility, Availability, and Technical Complexity (Secretariat).
- Required access category: Administrative Assistant.
Permanent labor personnel of the Provincial Council of Seville may participate, regardless of their administrative status, subject to the limitations provided for personnel with a final suspension, sanctioned with a merit reduction, or transferred with a change of residence. Specific conditions are also established for those on voluntary leave for private interest, family grouping, with reservation of position, or incentivized leave.
Deadlines, procedures, and award
The processing follows this calendar:
- Submission of applications: five business days from the day following the publication in the BOP.
- Submission exclusively via electronic means, through a generic application from the Electronic Office of the Provincial Council of Seville.
- Documentation: generic application and curriculum vitae detailing experience, training, and other merits.
- Allegations regarding the provisional list of admitted and excluded candidates: three business days.
- Justification report from the Chief of Staff of the Presidency: ten business days from the receipt of the application.
- Resolution of the procedure: one month from the end of the application period, extendable with justification for up to one additional month.
The award resolution must justify the suitability, competencies, and requirements of the selected person, and will be published in the BOP and on the Provincial Council’s Provincial Portal.
Discretionary termination and incorporation
Labor personnel who obtain the position may be terminated on a discretionary basis. The termination resolution must expressly justify that the suitability and competencies that justified the selection are no longer present, or the existence of another objective circumstance. The terminated person will be provisionally assigned to a position corresponding to their professional category and must participate, within the following two years, in the competitions called in their assigned locality.
Termination from the previous destination will take place within three business days following the publication of the award, unless the resolution provides otherwise, and incorporation will take place on the following business day if it does not involve a change of residence, or within one month if it does. The transfer will be considered voluntary and will not generate a right to compensation. An optional appeal for reversal may be filed within one month before the President of the Provincial Council of Seville, or a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Seville.
The call is of interest to the permanent labor personnel of the Council who aspire to a position of trust within the core of the Presidency, but also to those following the distribution of positions: this is a freely appointed position, with discretionary termination and no compensation for transfer, which reinforces its political-administrative nature compared to ordinary competition procedures.
