The Provincial Council of Albacete and the City Council of San Andrés de Rabanedo have formalized the agreement by which the provincial institution makes available to the council all the applications and tools that integrate the Sedipualba platform, as well as the hosting of its information on provincial servers. The agreement, finalized upon its signing on September 23, 2026, is published in the Official Gazette of the Province of Albacete number 127, corresponding to Friday, October 30, 2026, in the Third Section (Local Administration), complying with the provisions of article 48.8 of Law 40/2015 on the Legal Regime of the Public Sector.
The text, which occupies pages 5 to 10 of the gazette and bears the official reference 28.264, identifies the signatories and the plenary agreements that authorize them. On behalf of the Provincial Council of Albacete, it is signed by Santiago Cabañero Masip, president of the corporation (CIF P0200000H), in compliance with the plenary agreement of September 2, 2026. On behalf of the City Council of San Andrés de Rabanedo, it is signed by Ana María Fernández Caurel, mayor, according to the plenary agreement of July 30, 2026. Acting as certifying officers are Francisco Suay Ojalvo, secretary of the Council, and Raquel Jañez Franco, municipal deputy secretary.
The transfer is supported by the application reuse policy of article 157 of Law 40/2015 and the National Interoperability Framework, which require administrations to consult available solutions before developing new tools.
An open model since 2017
The origin of the agreement is the plenary agreement of the Council of Albacete of December 1, 2017, which opened the platform in service mode to any administration that requested it and demonstrated sufficient technical capacity. The provision of services adheres to the ministerial guide for the provision of applications in service mode of April 2016 and is published in the Technology Transfer Center of the General State Administration.
The City Council of San Andrés de Rabanedo has obtained favorable reports from its municipal services and considers Sedipualba to be “the most appropriate solution” to meet the requirements of electronic operation with the greatest efficacy and efficiency. Furthermore, the agreement aligns with Sustainable Development Goals 9.C, regarding access to information technologies, and 16.6, regarding effective and transparent institutions.
This is not an isolated case: along the same lines, the provincial plenary agreed on September 2, 2026, to the agreement with this municipality and with the Municipal Institute of Social Services of Calanda, and on October 28, 2026, it approved another with the Provincial Council of León, in effect from that date until December 31, 2027.
Eleven tools in service mode
The agreement details the transferred technological package, fully operational and including its successive expansions and updates:
- SEGEX: electronic file management.
- SEFYCU: signing and custody of documents, notifications, and publications.
- SERES: interoperable electronic registry.
- SEGRA: electronic management of administrative resolutions.
- SECOIN: internal control.
- SEPADRON: inhabitants’ register.
- SESICAL: local accounting.
- SEGOB and SESUB: governing bodies and grant management.
- SECA: integrated procurement with PLACE.
- SEFACE: invoice management.
The Provincial Council guarantees the service 24 hours a day, 365 days a year, with prior notice of interruptions and a User Support Center. Likewise, it assumes the physical and logical security of the data as the data processor, with the full return of information and traceability logs upon termination of the agreement.
Recharged costs and four-year term
The economic clause excludes any profit motive: the considerations only recharge the administration cost of the service, with amortizations of no less than five years and distribution among entities based on the number of users and storage volume. In the first financial year, payment is prorated by calendar quarters, and a fixed cost equivalent to ten hours of a computer applications designer is added for data incorporation.
The platform holds a certificate of conformity with the National Security Framework (Esquema Nacional de Seguridad) in the Medium category, ENS-0503/24, issued on January 26, 2024, by Applus Certification. The agreement will take effect from the date of signing and have a duration of four years, extendable for another four. A joint monitoring commission is created with two representatives from each party, and compensation of one-quarter of the last annual payment is provided for in case of breach, in addition to late payment interest if payment is delayed by more than 60 calendar days.
The agreement consolidates the Provincial Council of Albacete as a technological provider for other administrations: the Leonese council thus gains access to a system already implemented in dozens of local entities, with a shared cost and without the need to develop its own tools. For the residents of San Andrés de Rabanedo, the agreement translates into standardized electronic procedures, notifications, and telematic registration with the same security guarantees as the provincial administration.
