The Provincial Council takes over video surveillance in El Cubillo de Uceda

The Provincial Council of Guadalajara assumes the maintenance of the video surveillance points of the municipality of El Cubillo de Uceda through a management entrustment agreement, published in the Official Gazette of the Province of Guadalajara number 166, dated Monday, August 31, 2026. The agreement was formalized on August 27, 2026, and its publication in the gazette marks its entry into force.
The agreement is part of the Video Surveillance and Security Plan of the Provincial Council of Guadalajara, which has been underway for more than two years, aiming to deploy a network of cameras at the entrances to population centers and on the provincial road network to prevent the commission of crimes and collaborate with the State Security Forces and Corps in their resolution.
An agreement processed in three phases
The entrustment was approved by the Municipal Plenary of El Cubillo de Uceda on November 17, 2025, and accepted by the Plenary of the Provincial Council on February 20, 2026. The agreement was formalized on August 27, 2026, and signed in Guadalajara on August 28, 2026, by the president of the Provincial Council, Mr. José Luis Vega Pérez.

What each party assumes
The Provincial Council, as the entrusted entity, commits to the maintenance of the video surveillance points (PVV) with a scope that includes the supply of software licenses, the 4G/5G communications system for the transmission and cloud storage of images, and the corrective and preventive maintenance of the hardware, including the replacement of points that do not function correctly. It will also process the requests for the renewal of fixed video camera authorizations before the Government Delegation in Castilla-La Mancha.
For its part, the City Council of El Cubillo de Uceda, as the entrusting party, assumes the provision of the pole and the electrical supply for each point, and authorizes the Provincial Council to use the support pole to install other elements necessary for the purposes of the provincial institution.
Legal framework and duration
The agreement is administrative in nature and is governed by Chapter VI of the Preliminary Title of Law 40/2019, of October 1, on the Legal Regime of the Public Sector, which allows for the entrustment of material or technical activities for reasons of efficiency or when suitable technical means are not available. It is further supported by the competence of technical assistance and cooperation to municipalities provided for in article 36.1.b) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, and in Royal Decree 595/1999, which develops Organic Law 4/1997 on the use of video cameras in public places.

- Possible extension: up to four additional years by unanimous agreement

- Monitoring: commission with two representatives from each party, chaired by the Provincial Council
For security reasons, the bulletin does not publish the identification or location of the video surveillance points included in the agreement. The joint publication of the coinciding content of the agreements is carried out in compliance with article 45.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
The incorporation of El Cubillo de Uceda into the provincial video surveillance Plan reinforces security at the road accesses of a municipality in the province, extending the network of cameras that the Provincial Council maintains throughout the territory and which contributes to crime prevention and the rapid action of the Security Forces and Corps.
