The Provincial Council approves the modification of the IPBS's Personnel Budget (RPT) for 2026

The Plenary of the Provincial Council of Córdoba, in an ordinary session held on July 22, 2026, approved the partial modification of the Staffing Table (Relación de Puestos de Trabajo) of the Provincial Institute of Social Welfare (IPBS) for the 2026 fiscal year, with retroactive effect from January 1, 2026. The agreement, processed as file GEX 2026/50733, is published in the Official Gazette of the Province of Córdoba no. 181, dated September 18, 2026, with the official reference BOP-A-2026-3126. The publication occurs while the minutes are still pending approval and subject to the terms resulting therefrom.

The modification is based on the Framework Agreement for collective bargaining signed on July 23, 2025, which established a progressive application over three annual periods (2025, 2026, and 2027) for the adjustments to the Specific Supplement. The origin of the file is the approval by the Governing Council of the Junta de Andalucía of the new Catalog of Benefits of the Public Social Services System of Andalusia, via Decree 48/2025, of February 4 (BOJA of February 27, 2025), which expands the powers of the social services of local corporations and repeals the four basic benefits of Decree 11/1992, of January 28.

The immediate precedent is the 2025 Staffing Table, approved by the Plenary on November 19, 2025 (GEX 2025/9364) and published in the BOP of Córdoba no. 235, dated December 9, 2025, which comprised 185 job positions.

A singular adjustment for 45 positions in Group A

The file includes a singular and exceptional remunerative adjustment protected under article 19.seven of Law 31/2022, of December 23, on the General State Budgets, which allows for exceeding the general wage bill limits when the content of the positions makes it essential. The objective assessment was carried out using the KEYLOB SYSTEM factor comparison method, with a reassignment of the vectors for difficulty, dedication, incompatibility, and responsibility.

The 45 affected positions, all from Group A1 or A1/A2, are distributed as follows:

  • Social Programs Coordinator: 1 position.
  • Psychologist: 28 positions.
  • Territorial Technical Manager (A1/A2): 2 positions.
  • Coordinator of Childhood and Family Intervention Teams: 1 position.
  • Drug Addiction Coordinator: 1 position.
  • Doctor: 12 positions.

The economic impact of this adjustment amounts to 213,199.37 euros, of which 160,300.28 euros correspond to remuneration and 52,899.09 euros to employer Social Security contributions.

The 98 positions of progressivity and the pending calendar

Apart from the singular adjustment, the file quantifies the second stage of the progressivity criterion for 98 positions included in the current 2025 RPT (Personnel Table), with a total amount of 207,652.26 euros (156,129.54 euros in remuneration and 51,522.72 euros in Social Security). The calculation base starts from the Specific Supplement updated by agreement of the IPBS Governing Council on March 13, 2026 (GEX 2026/1616), which applied the increase from Royal Decree-Law 14/2025, of December 2: 2.5% on the remuneration in effect as of December 31, 2024, and 1.5% on those as of December 31, 2025.

An update of 0.5% of the remuneration in effect as of December 31, 2025, remains pending if the 2026 CPI is equal to or greater than 1.5%, with accrual in the first quarter of 2027. The effective application of the stage corresponding to 2027 is referred to the modification of the RPT for that fiscal year.

Processing, voting, and means of appeal

The IPBS Governing Council reviewed the matter in an extraordinary and urgent session on July 21, 2026, and the Plenary approved it with the affirmative votes of the PP-A, PSOE-A, and IU-Andalucía groups and the abstention of the Vox deputy. The prior declaration of urgency was justified by the fact that the Governing Council met after the plenary call, and it received the unanimous affirmative vote of the 27 deputies.

The reports instructing the file were signed on July 3, 2026, by the head of the IPBS HR Service and by the head of the Social Welfare Administration Service and secretary of the Governing Council, as well as by the manager of the organization. The agreement ends the administrative route and may be appealed for reconsideration before the Plenary within one month or, directly, before the Contentious-Administrative Courts of Córdoba within two months. The full publication of the 2026 RPT is carried out on the IPBS electronic office, in accordance with the Transparency Ordinance of the Provincial Council. The document appears signed in Córdoba on September 10, 2026, by the president of the IPBS, Irene Araceli Aguilera Galindo.

The decision consolidates the second year of a multi-year agreement that reorganizes the remuneration of the provincial organization’s staff and strengthens the areas of social intervention, childhood, drug addiction, and healthcare in the social services of the municipalities of Córdoba.
