La Diputación aprueba el nuevo reglamento de la Residencia Príncipe Felipe

The Plenary of the Provincial Council of Guadalajara initially approved the new Internal Regulations of the «Príncipe Felipe» Student Residence, which replaces the one in effect since 2002. The agreement was adopted in an ordinary session on September 24, 2026, and is published in the Official Gazette of the Province of Guadalajara number 186, dated September 30, 2026, under File 4867/2026. The text is subject to public information and hearing of interested parties for a minimum period of thirty days.

The Residence is a public service owned by the Provincial Council of Guadalajara since 1987, intended to facilitate access to and continuity of studies for young people from the municipalities of the province. The building, located at Paseo Doctor Fernández Iparraguirre number 24 in Guadalajara, is listed in the provincial Asset Inventory as Asset F00025 with a built area of 3,407.72 square meters (2,489.39 usable); its cadastral reference is 5779401VK8957N0001EB.

The preamble justifies the regulation based on the territorial characteristics of the province: 288 municipalities and more than 12,000 square kilometers with a very unequal demographic distribution, between the Henares Corridor and areas of the Serranía, Sierra Norte, Alcarria, and Señorío de Molina-Alto Tajo marked by depopulation. The regulation is based on Law 3/2022, of February 24, on university coexistence, and on Law 40/2015 and Law 39/2015 for the sanctioning regime and procedure.

A text of 84 articles and ten titles

The regulation is structured into 84 articles distributed across ten titles, from general provisions to security, emergencies, and data protection, and includes additional provisions, one transitional provision, one repealing provision, and three final provisions. The sole repealing provision nullifies the Internal Regulations of 2002 and any provisions of equal or lower rank that conflict with it.

The management and participation bodies are:

  • The Presidency of the Council or the body to whom it delegates.
  • The Management of the Residence.
  • The Admission Commission.
  • The Coexistence and Discipline Council.
  • Two representatives of the residents, elected annually during the month of October.

The Admission Commission will be composed of the delegated council member for the residence, the administrator-coordinator of the Príncipe Felipe Complex, who will act as secretary, and an administrative staff member of the complex or an official assigned to the Residence.

Admission, coexistence, and daily life

Places will be assigned by order of priority: students registered in the province who were previously residents; those registered in Guadalajara, with preference for those residing furthest from the capital; former residents not registered; those registered in Castilla-La Mancha; and students from any other municipality in Spain. Ties will be resolved by lottery.

The text also establishes the rules of coexistence: silence between 23:00 and 7:30 hours in the bedroom areas, visits from 9:00 to 22:00 hours with identification at the concierge desk, permanent 24-hour concierge service, and mandatory notification of arrivals after midnight, overnight stays elsewhere, and absences. Alcohol, illegal drugs, indoor smoking, and the keeping of animals are prohibited, except for legally provided exceptions, and hazing is expressly forbidden.

Misconduct and Sanctions

The disciplinary regime distinguishes between minor, serious, and very serious offenses. Very serious offenses include assaults, severe harassment, discrimination, hazing, theft, very serious damage, arson, drug trafficking, unauthorized entry into other rooms, transferring the room to another person, and non-payment of at least three monthly fees following previous sanctions.

The provided sanctions are:

  • Written warning.
  • Temporary loss of benefits or accessory services, for one to six months.
  • Temporary suspension of resident status, for up to three months.
  • Expulsion or loss of the place.
  • Disqualification from future calls for applications.

Serious and very serious offenses will require the prior instruction of a disciplinary file, with a statement of charges and ten days for allegations; minor offenses will require a hearing before the resolution. The reparation of damages caused to public assets will be independent of the sanction.

The regulations will enter into force the day following their publication in the Official Gazette of the Province of Guadalajara, in accordance with article 70.2 of Law 7/1985, of April 2. Until then, the text remains open for public information: if no claims or suggestions are submitted, the initial agreement will be understood as definitively adopted; if there are any, the Plenary will resolve them through definitive approval. The document was signed in Guadalajara on September 28, 2026, by the president, José Luis Vega Pérez.
