La Diputación amplía a 2027 los plazos del Plan de Cooperación Municipal

The Plenary of the Provincial Council of León, in a session held on October 19, 2026, agreed to approve the modification of the regulatory bases of the Provincial Plan for Municipal Cooperation 2024-2025, in order to extend the deadlines for the execution and justification of the grants. The new deadline for carrying out the subsidized investments is set for August 16, 2027, while the justification may be submitted until September 16, 2027. The agreement is published in the Official Gazette of the Province of León no. 203, Monday, October 26, 2026, with the official reference BOP-LE-2026-203001.

The announcement, which occupies pages 5 to 8 of the gazette within section I (Local Administration, Cooperation heading), is signed by the deputy for Cooperation and SAM, Valentín Martínez Redondo, dated October 23, 2026, and file 1254623H (SEFYCU 7330355). The modification affects all city councils benefiting from the provincial plan call and is limited to the fourteenth and fifteenth bases, the text of which is reproduced in full in the announcement.

The Plan is framed within Law 7/1985, of April 2, regulating the Bases of the Local Regime, and its global credit is multi-annual in nature: it is financed 90% from the 2024 budget and the remaining 10% from the 2025 budget, conditional upon the effective allocation of the credit in each fiscal year.

New dates for execution and justification

The fourteenth base, dedicated to the deadline for the grant’s completion, now establishes that the period to execute the subsidized investments ends on August 16, 2027, inclusive. The text further specifies that when grants are allocated to maintenance expenses derived from the provision of mandatory services, the period in which those expenses should have been accrued is from January 1, 2023, to December 31, 2024.

The fifteenth base sets the deadline and method of justification. Beneficiary city councils must submit the justification for the execution of the investments by September 16, 2027, to collect the remainder of the grant—that is, the pending 10% or 30%, as applicable. The announcement clarifies that if the total grant is justified in the 2024 fiscal year, that remaining percentage cannot be paid until the 2025 budget of the Provincial Council of León is approved.

Who contracts and what is subsidized

The beneficiary city councils shall be the ones to contract the subsidized investments. Only contracts whose files were initiated after the approval of the bases are eligible for subsidies, and neither execution by administration nor delegation to the Provincial Council is permitted.

In the case of the acquisition of real estate to be used as a habitual and permanent residence, the formalization in a public deed must occur after the grant award agreement. Maintenance expenses must be included in Chapter II of the municipal expenditure budget.

Documentation and dissemination measures

Justification is structured through a justification account with an Annex III for each subsidized action, which shall include:

  • Certificate from the municipal public notary stating the recognized obligations, invoice number, Tax ID (NIF) and name of the creditor, concept, dates, and amount.
  • Proof of expenditure and, where applicable, bank transfers of the advances paid.
  • Complete project of the work in accordance with Article 233.1 of Law 9/2017, of November 8, on Public Sector Contracts, replaceable by a simplified project for works of less than 40,000 euros with a term of less than one year and no extension.
  • Acceptance act and final certification of the work.
  • For the acquisition of real estate, an authentic copy of the purchase and sale deed and certification of registration in the Property Registry.

Dissemination measures require the placement of a sign during the execution of the work and a plaque on the exterior of the building reflecting the co-financing and its amount, to be maintained for at least five years. In the case of the transfer of real estate, the registration must include the obligation to maintain the designated use for the following 30 years.

Appeals against the agreement

The agreement exhausts the administrative route. An optional appeal for reversal may be filed before the Plenary of the Corporation within one month from the day following the publication of the announcement, or a contentious-administrative appeal may be filed before the corresponding court within two months.

The extension of the deadlines provides room for the city councils of the province to finalize the contracting and execution of investments that, under the previous calendar, were very tight, and prevents the councils from losing the grant due to delays beyond their control. The additional margin also affects the accounting closure of the Provincial Council, as the payment of the multi-year installment is linked to the justification submitted before September 16, 2027.
