The Provincial Council clarifies the subsidy guidelines for small game hunting grounds

The Provincial Council of Cáceres has made public the clarifying note regarding the scope of Base 1.4 of the call for grants for the promotion and recovery of small game hunting species in social hunting grounds of the province. The announcement is published in the Official Gazette of the Province of Cáceres dated September 14, 2026, with official reference BOP-2026-4268.

The clarification is approved by resolution of the Deputy for Environment, Ecological Transition, Agriculture, and Livestock, María Angélica García Gómez, dated September 9, 2026 (resolution number 2026-09/65547, file 1226.22946X). The act is issued to ensure a homogeneous application of the call throughout the provincial territory and to dispel interpretive doubts raised by local hunting societies.

Regulatory Framework

The regulatory bases and the call were originally published in the BOP of Cáceres, no. 0167, dated September 1, 2026 (announcement BOP-2026-4110). The clarifying note is interpretive in nature: it does not modify the object of the call, the beneficiary entities, the eligible actions, the budget allocation, the maximum amount of aid, the evaluation criteria, nor the deadline for submitting applications.

The act is based on Law 38/2003, of November 17, General Law on Subsidies; Royal Decree 887/2006, of July 21, which approves its Regulation; Law 39/2015, of October 1, on Common Administrative Procedure; and the General Subsidy Ordinance of the Provincial Council. The Deputy acts by delegation of the Presidency, conferred by resolution of August 14, 2025 (BOP no. 0156, of August 18, 2025).

Object of the Clarification

The note focuses on action 8 of block B of the bases, relating to the restocking of wild rabbits. The reference contained in section 2.g) of Annex I to semi-extensive breeding centers should not be understood as an exclusive requirement that prevents the use of other technically suitable infrastructures provided for in Base 1.4, in section 2.b) of action 8 itself, and in annexes IV and V.

The release must be carried out in semi-extensive breeding centers or through suitable shelter and adaptation infrastructures, such as artificial nurseries or majanos (artificial warrens), which guarantee their technical viability in accordance with the authorization of the competent regional body.

Conditions for Executing the Restocking

Restocking may only be executed when the following conditions are met:

  • Be compatible with the current technical hunting plan or hunting planning instrument.
  • Have the required administrative authorization prior to its execution.
  • Be linked to existing, constructed, or operational support infrastructures that are functional and technically adequate, as well as to complementary habitat improvement measures.
  • The specimens must have a legally authorized origin and possess the corresponding sanitary, provenance, transport, and identification documentation.
  • The limits, maintenance conditions, monitoring, and documentation established in the guidelines and their annexes must be respected.

Appeals and dissemination

Against the resolution, which concludes the administrative process, an optional appeal for reversal (recurso potestativo de reposición) may be filed before the Deputy within one month, or a contentious-administrative appeal before the competent Contentious-Administrative Court within two months, counted from the day following its publication or notification. The document, signed by the secretary José Álvaro Casas Avilés, is incorporated into the file and disseminated on the electronic headquarters of the Provincial Council.

The clarification is key for the local hunting societies of the province, who will be able to submit their applications with legal certainty regarding the infrastructures admitted for mountain rabbit restocking, avoiding divergent interpretations and guaranteeing equal treatment among beneficiaries.
