The Provincial Council opens the 80,000 euro call for applications for public universities in Seville
Por FactBox Admin

The Provincial Council of Seville, through its Concertation Area, has approved the specific regulatory bases and the 2026 call for grants on a non-competitive basis intended for public universities based in the province. The decision is formalized in Resolution No. 7945/2026, of October 26, published in the Official Gazette of the Province of Seville (BOP) No. 210, of Thursday, October 29, 2026, with the verification code BOP-SE-2026-210001 for the bases and BOP-SE-2026-210002 for the extract. The call is listed in the National Grants Database with the identifier BDNS 938119.
The call is supported by Law 38/2003, of November 17, General Law on Grants, and its regulation (Royal Decree 887/2006), as well as the General Grants Ordinance of the Provincial Council of Seville, published in the BOP of Seville No. 104, of May 9, 2023. It is framed within Line 5 of the Strategic Grants Plan of the Concertation Area 2024-2027 and is signed by the Deputy of the Concertation Area, Inmaculada Márquez Montes, dated October 27, 2026.
Up to 80,000 euros charged to two fiscal years
The maximum amount of the call is 80,000.00 euros, with a contribution of up to 100% of the budget presented for each project or activity. The funding is distributed as an estimate between two annualities of the budgetary application 2201/32000/45110:
- 2026 Budget: 60,000.00 euros.
- 2027 Budget: 20,000.00 euros.
The grant is considered a certain or fixed amount, pursuant to article 32.2 of the LGS Regulation, and any funding difference shall be borne by the beneficiary entity. If several universities meeting the requirements submit applications, the credit will be distributed proportionally to the amount requested by each. The aids are compatible with other grants or resources for the same purpose, provided they do not exceed the cost of the activity.
Courses, conferences, and awards outside the capital
Beneficiaries may be entities considered public universities according to article 3 of Organic Law 6/2001, of December 21, on Universities, based in the province of Seville, with regional scope and implementation of all official levels (undergraduate, master’s, and doctorate) recognized in the European Higher Education Area. The actions are grouped into two lines:
- Line 1: courses, workshops, seminars, and congresses, which must be held in municipalities of the province excluding the capital and should preferably be free of charge; if a tuition or fee is charged, at least 20% of free places must be reserved for the Provincial Council.
- Line 2: awards linked to the entity’s competencies, excluding those that reward academic records.
The objectives include promoting educational guidance and employability, bringing the University closer to the population, making social and cultural problems visible, encouraging training in different disciplines, rewarding the educational work of women in the province, and rewarding educational research. Each entity may submit an indeterminate number of projects, provided that the activities are not financed by another area of the Provincial Council.
Five business days to apply and nine months for execution
The deadline for submitting applications is five business days starting from the day following the publication of the summary in the BOP, that is, from October 30, 2026. Annexes I, II, and III (application, activity report, and budget) shall be submitted electronically via the Registry Interconnection System (SIR) or the electronic registry of the Provincial Council’s headquarters, addressed to the Municipal Coordination Service, with a recognized electronic signature.
The execution period is nine months from the day following the publication of the summary, and the justification period is three months after the end of the execution. Expenses incurred since January 1, 2026, are eligible for subsidies, including personnel, travel, consumable materials (limited to 15% of the total), and advertising; protocol, general expenses, and indirect costs are excluded.
The processing is the responsibility of the General Services of the Coordination Area and the evaluation is conducted by the Technical Valuation Commission, composed of the Director General of Coordination, the Head of General Services, and a TAG (Administrative Management Technician) from the area. The maximum period for resolution is six months from the end of the application period, with a negative administrative silence. Payment is split into 75% upon the final resolution and 25% after justification.
Impact
The call sets the Provincial Council’s margin for financing university extension activities in the municipalities of the province at 80,000 euros, a volume that requires a proportional distribution if several universities apply and conditions the programming of courses and awards to the nine-month execution calendar. The requirement to hold activities outside the capital and to reserve free places directs these funds toward the territory and toward audiences without the capacity to pay.
