Por FactBox Admin

The Governing Board of the Diputació de Lleida approved on October 26, 2026, the granting of 592,434.49 euros in grants under a competitive bidding process to town councils within the district for the promotion of equal opportunity policies, gender equality, and the non-discrimination rights of LGBTI people, corresponding to the 2025 and 2026 annualities. The agreement was adopted with a prior declaration of urgency in session no. 35/2026 and is published in full in the Official Gazette of the Province of Lleida no. 208, dated October 30, 2026, in edict 9056 (CVE BOP-2026_0_208_9056, pp. 1-9).
The text is based on the Bases-Call approved for this line of aid, processed under file number 2026/1608 by the corporation’s Area of Equality and International Cooperation. The set of actions submitted by the councils has a global cost of 802,567.51 euros, meaning the granted subsidy is equivalent to 73.82% of the expenditure planned in the projects.
Recipients and subsidized projects
The grants are distributed among town councils from all districts of the region, with projects ranging from the drafting of internal equality plans to menstrual education programs, “purple points” (punts liles), or prevention campaigns against sexist violence.
- Balaguer: promotion of equality policies and the gender perspective, with 10,000 euros granted out of a cost of 11,000 euros.
- Ivars d’Urgell: comprehensive program for equality and intimate health, 10,000 euros.
- Alpicat: equality plan, review of the sexual harassment protocol, and awareness against sexist violence, 10,000 euros.
- les Borges Blanques: comprehensive actions for gender equity and LGBTI rights, 10,000 euros.
- Guissona: project “Guissona equal and diverse”, with 9,489.05 euros and an investment in a purple point.
- Cervera: action and awareness activities throughout the year, 9,500 euros.
- Tremp: deployment of the local plan for women’s policies, 9,114.21 euros.
- Tàrrega: equality promotion actions 2025-2026, 8,865.40 euros.
Also appearing on the list, among many others, are Bell-lloc d’Urgell (10,000 euros), Sudanell (10,000 euros), Solsona (8,000 euros), Seròs (8,000 euros), Artesa de Segre (8,000 euros), la Seu d’Urgell (5,940 euros), Bellpuig (5,500 euros), Torres de Segre (5,500 euros) and Alcarràs (5,940 euros).
Scoring criteria and amount limits
Each application has been assessed with a score according to criteria listed in the file: the highest-scoring projects reach 100 points and the lowest-rated are at 41 points. None of the proposed grants exceed the ceiling of 10,000 euros per town council, while the percentage of cost coverage for the action ranges from 42% for Sudanell to 99% for Alins, la Vall de Cardós, la Torre de Capdella, and Tiurana.
The agreement also includes the partial exclusion of certain expenses from the submitted projects, such as aromatherapy, laughter therapy, basketry, handmade soap, decoupage, or jewelry workshops, which are not considered eligible for subsidies. Thus, for example, Agramunt goes from 5,989.50 euros in expenses to a 4,655.48 euro grant after excluding 1,089 euros; Llavorsí loses 3,680.50 euros from an action aimed at the intergenerational group; and Lles de Cerdanya ends up with 4,690.26 euros after excluding 763 euros.
Two denied requests and released balance
The resolution denies two files: that of la Sentiu de Sió (2026/3652, demonstration workshop on carving and decorating with fruits and vegetables, 544.50 euros), due to a score of 41, which is lower than the minimum required, and that of la Floresta (2026/3858, play “Silence, case closed” and awareness campaign, 1,147.20 euros), due to withdrawal for failing to respond to the request. The agreement states that no files have been archived in this call.
The expenditure is charged to the budget application 2026/075/231/4620000 of the Diputació de Lleida budget, and a remaining unused credit balance of 7,565.51 euros is released. The grant will be communicated to the National Grants Database and published on the corporation’s electronic headquarters, in application of Law 19/2013, of December 9, on transparency. Against the resolution, which ends the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Court of First Instance of Lleida within two months, or, optionally, a request for reversal before the body that issued it within one month.
The publication closes the procedure for a line of aid that reaches over a hundred municipalities, many of which are micro-villages that could not finance equality plans or harassment protocols on their own. For the beneficiary councils, the agreement now sets the final amounts and the deadlines for appeal, and opens the way to execute the projects during the 2025-2026 academic year charged to the provincial budget.
