La Diputació crea un servei provincial de recàrrega de vehicles elèctrics

The Plenary of the Diputació de Lleida agreed on October 15, 2026, to initiate the proceedings for the implementation of the public service and the establishment of the provincial economic initiative “Provincial electric vehicle charging service”, as well as to open a public consultation on the preliminary draft of its regulatory bylaws. The agreement was adopted unanimously by those present and is made public in the Official Gazette of the Province of Lleida no. 201, of October 21, 2026, within the summary of the Plenary agreements (official reference: CVE BOP-2026_0_201_8748, edict 8748, pp. 1-10).

The decision was taken in ordinary session number 9/2026, held on Thursday, October 15, 2026, between 10:00 and 10:50 a.m. in the Session Hall of the Palau de la Diputació, with the attendance of the twenty-five deputies who make up the corporation and the presence of the president, Joan Talarn i Gilabert, and the general secretary, Aránzazu Casals Roldán. The summary is published in compliance with Article 56 of Law 7/85, of April 2, regulating the bases of the local regime, Article 145 of the Recast Text of the Municipal and Local Regime Law of Catalonia (approved by Legislative Decree 2/2003, of April 28) and Article 196 of the Regulation on the organization, operation and legal regime of local entities (RD 2568/86, of November 28).

The ninth item on the agenda is the one that contains the initiative, which affects all municipalities in the Lleida district, many of which have already independently promoted their own regulations and public prices for their charging points.

A proceeding with regulations and management form

The Plenary agreement has three mandates. The first is to initiate the proceedings for the implementation of the public service or the establishment of the provincial economic initiative, including the regulatory bylaws and the determination of the form of service management. The second is to constitute the technical body that must prepare the documentation. The third is to submit the preliminary regulatory draft to public consultation.

The documentation to be prepared by the commission includes, according to the published text:

  • Justifying report of the initiative.
  • Project for the establishment of the service.
  • Regulatory bylaws of the service.
  • Market study.
  • Proposal for the most suitable form of management.

A study commission of eight members

The Plenary appointed a study commission composed of political and technical officials of the corporation:

  • Jordi Verdú Paijà, deputy of the Provincial Council of Lleida.
  • Fermí Masot Aymí, deputy of the Provincial Council of Lleida.
  • Ferran de Noguera i Betriu, general coordinator.
  • Eva Llerins Sanchez, treasurer.
  • Neus Roura Serra, chief officer.
  • Josep Victor Porta, head of the Engineering and Works Section.
  • David Caselles Pujol, technician of the technical office “Naturalment Lleida”.
  • Àlex Domínguez Vilches, head of the technical office “Naturalment Lleida”.

Teresa Botargues Giron will act as an advisor to the deputies who are members of the commission.

Public consultation prior to approval

The third agreement requires a public consultation on the preliminary draft of the Regulatory Regulation of the “Provincial electric vehicle charging service”, in accordance with article 133 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. This procedure allows citizens and entities to submit contributions before the regulatory text is definitively drafted and reaches initial approval by the Plenary.

The same session also approved, unanimously, a parallel file: the provincial economic initiative “Provincial service for the generation and commercialization of energy from renewable sources and provision of related services”, with its own study commission headed by Jordi Verdú Paijà and Fermí Masot Aymí and with the technical support of Victor Homedes Gili and Albert Torres Burrell.

Territorial impact

The initiative comes after several town councils in the district have approved their own usage regulations and public prices for municipally-owned charging stations, a fact that until now forced each council to assume the investment, management, and regulation of the service. A single provincial regulation and a common form of management could standardize rates, access conditions, and network maintenance, and facilitate access to the service for small municipalities that cannot afford it individually. The final text, however, does not yet exist: the period for contributions is now open and, subsequently, the commission will have to propose the management formula to the Plenary.
