The Department of Enterprise reduces and pays the FOTOPAR 2026 solar subsidies

The Department of Enterprise, Freelancers and Energy has reduced the amount of the aid and proposed the payment of the grants from the FOTOPAR 2026 call, aimed at promoting solar photovoltaic and micro-wind energy installations for individuals within the ERDF Program 2021-2027. At the same time, it has accepted the waiver of the granted aid by several beneficiaries. The three resolutions, signed by delegation by the Director General of Circular Economy, Energy Transition and Climate Change, Diego Viu Domínguez, are published in BOIB no. 107, dated August 27, 2026, in Section III.

Reduction and payment of aid

Resolutions 8590 and 8591, both dated in Palma on August 21, 2026, partially revoke the granted subsidies because the justified eligible cost was lower than expected or the installation was reduced. The competent technical services have reported favorably on the payment, with a reduction proportional to the modifications made, calculated according to the call resolution. Beneficiaries are obliged to comply with section eleven of the resolution of December 22, 2023, and the cases of concurrent aid.

Beneficiaries with power reduction

Resolution 8590 affects three files, with a total reduction of 1,607.10 euros:

• Joan Baltasar Bonnin Moya (file FOTOPAR26-71/2026): reduction of €216.00 and payment of €12,372.00, due to a reduction in photovoltaic power from 3.06 to 2.7 kWp.
• Eugenio Luciañez Martín (file FOTOPAR26-103/2026): reduction of €181.50 and payment of €10,078.50, due to a final investment in storage of €7,078.50.
• Miquela Vanrell Rigo (file FOTOPAR26-236/2026): reduction of €1,209.60 and payment of €14,390.40, due to a reduction in storage capacity from 32.4 to 27.12 kWh.

Resolution 8591 affects three more files, with a total reduction of 2,604.00 euros:

• Catalina Ferriol Payeras (file FOTOPAR26-29/2026): reduction of €108.00 and payment of €7,132.80, due to a power reduction from 4.90 to 4.72 kWp.
• Margarita Bonet Alemany (file FOTOPAR26-43/2026): reduction of €2,202.00 and payment of €6,678.00, due to a power reduction from 5.88 to 1.47 kWp and storage from 14 to 13.8 kWh.
• Juana Maria Martorell Bonafe (file FOTOPAR26-167/2026): reduction of €294.00 and payment of €7,200.00, due to a storage reduction from 10.7 to 10 kWh.

Accepted waivers

Resolution 8621, dated in Palma on August 24, 2026, accepts the waiver of the granted subsidies, revokes the grant, and archives the files, charged to budget item 2026/G/731A01/78000/00/19701/31111:

• Rosario Carrillo Alcobendas (files FOTOPAR26-203/2026 and FOTOPAR26-1131/2026): waives €15,600.00 and €3,000.00, granted by resolution of August 3, 2026 (BOIB no. 97).
• Juana Maria Villalonga Mateu (file FOTOPAR26-529/2026): waives €7,200.00, granted by resolution of July 8, 2026 (BOIB no. 88).

Regulatory framework and impact

The grants come from the call approved by resolution of December 19, 2025 (BOIB no. 171, of December 25, 2025), with a credit extension by resolution of May 28, 2026 (BOIB no. 69, of June 2, 2026). The resolutions are based on Law 38/2003, general law on subsidies, and Legislative Decree 2/2005, revised text of the Subsidies Law. Against these resolutions, which exhaust the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal before the High Court of Justice of the Balearic Islands within two months. For private beneficiaries of self-consumption in the Balearic Islands, these resolutions close the payment cycle of the ERDF grants, adjusting the amounts to the finally installed power and releasing the waived files.
