Por FactBox Admin

The Community of Madrid Agency for the Re-education and Reintegration of Juvenile Offenders has put out to tender the comprehensive management of five SAMIs (juvenile offender care services) for the execution of non-custodial judicial measures and other open-medium actions. The resolution, signed by the managing director María Pilar López González on September 24, 2026, is published in the Official Gazette of the Community of Madrid number 237, dated October 5, 2026, with the reference BOCM-20261005-25. The deadline for submitting bids ends on October 9, 2026, at 23:59 hours.
The contract, processed under reference number A/SER-025050/2026, is awarded via an open procedure with multiple criteria and ordinary processing, and is divided into five lots. The total estimated value amounts to 11,988,603.88 euros, while the base tender budget is set at 5,994,301.94 euros including VAT. The planned duration is 24 months, starting from January 1, 2027, or from the day following formalization if this occurs later.
The tender comes after the same agency published the competition for two SAMIs last August with the reference A/SER-037488/2026, and includes previous announcements in the Official Journal of the European Union (June 8, 2026), the Official Gazette of the Community of Madrid (June 15, 2026), and the contractor profile (June 5, 2026). The announcement was sent to the Official Journal of the European Union on September 24, 2026.
Five lots for five open-medium devices
The file is divided into five lots, all with CPV code 75231240-8 (reintegration services) and an individual estimated value:

Base budget and award criteria
The base tender budget per lot, including VAT, is as follows:
- SAMI Comunidad: 1,021,201.97 euros (taxable base of 928,365.43 euros).
- SAMI Madrid: 1,129,123.57 euros (1,026,475.97 euros).

The award criteria are divided between value judgments, with up to 27 points, and those evaluable by formulas: the economic offer accounts for up to 49 points, the project and execution resources up to 21, and the family workshops up to 3. Offers must be written in Spanish and submitted electronically through the Public Procurement Portal of the Community of Madrid, in three electronic envelopes.
Calendar, boards, and means of appeal
The procedure establishes a tight schedule for the month of October:
- Submission of offers: until October 9, 2026, at 23:59.
- Opening of administrative documentation: October 13, 2026, at 10:00.
- Opening of documentation for criteria subject to value judgment: October 19, 2026, at 10:00.
- Opening of economic proposals: the date and time will be published in the contractor’s profile at least 48 hours in advance.
Pursuant to Article 157 of Law 9/2017, of November 8, on Public Sector Contracts, the opening boards of this file will not be public, and their results will be communicated through the publication of the corresponding minutes. Bidders are obliged to maintain their offer for two months.
Against the announcement, a special appeal in procurement matters may be filed before the Administrative Tribunal for Public Procurement of the Community of Madrid within 15 business days, and a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Madrid within two months.
A contract of high social and budgetary impact
The tender affects virtually the entire open-medium network through which the Community of Madrid executes non-custodial judicial measures imposed on minors, an area of social protection with an allocation exceeding an estimated value of eleven million euros. The award of the five lots will determine which entities will provide these services from January 1, 2027, and for the following two years, with special attention to the economic offer, which concentrates nearly half of the total score.
