The Community increases aid for Madrid's freelancers and micro-businesses to 30 million
Por FactBox Admin

The Community of Madrid and the Official Chamber of Commerce, Industry and Services of Madrid have increased the funding for the aid program for the growth or consolidation of self-employed workers and micro-enterprises in Madrid to 30 million euros. This is done through an addendum dated October 1, 2026, which modifies the agreement signed on April 30, 2026, and is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 254, of October 24, 2026, in section I.D (Announcements) of the Ministry of Economy, Finance and Employment, with the reference BOCM-20261024-4.
The original agreement designated the Official Chamber of Commerce, Industry and Services of Madrid as the collaborating entity in the management of the granting of these aids, processed through the direct grant procedure approved by agreement of the Governing Council. Its fifteenth clause allowed for modification by agreement of both parties, in accordance with article 16.2 of the General Subsidies Law, provided it occurred before the expiration of the term of validity.
From 5 to 10 million for the 2026 call
The trigger for the addendum is the evolution of the applications submitted since the opening of the 2026 call, funded through the Order of April 30, 2026, of the Minister of Economy, Finance and Employment, published in the BOCM on May 13, 2026, which declared a credit of 5,000,000 euros available for that year.
The first clause of the addendum now sets a total amount of 30,000,000 euros for the years 2026, 2027, and 2028, broken down into 10,000,000 euros per year, all subject to budget availability. The 2026 call thus doubles its initial credit.
Disbursement schedule to the Chamber
The second clause reorganizes the transfers to the collaborating entity:
- 2026 Year: first disbursement of 10% (1,000,000 euros) within the first thirty calendar days from the publication of the agreement; second of 50% (5,000,000 euros) within the thirty calendar days following the payment and justification of the first; third of 40% (4,000,000 euros) within the thirty calendar days following the justification of the previous two.
- 2027 and 2028 Years: first disbursement of 50% before April 30 of each fiscal year, conditional on the full justification of the disbursements from the previous year; second of 25% and third of 25% in successive periods of thirty calendar days.
- Additional disbursements may be made or amounts modified if deemed necessary by the Ministry of Economy, Finance and Employment and the Official Chamber of Commerce, Industry and Services of Madrid based on the execution of the aid.
Validity of 46 months and possible additional call
The third clause rewrites the fourteenth clause of the agreement: the term of validity becomes 46 months from its signing, a period that corresponds to the management of the files for the 2026, 2027, and 2028 calls. The text justifies the change based on the convenience of assessing an additional call within the validity period, to guarantee the temporal coverage of processing, monitoring, and closing of files for the different annualities.
The addendum also revises the fourth clause of Annex II, regarding the entrustment of personal data processing, to more accurately identify the categories of data subjects and the types of data. The data subjects are self-employed workers and representatives of micro-enterprises, and the data encompass identification, personal characteristics, employment, academic and professional (date of registration as self-employed in the Social Security), and economic and financial (IAE and CNAE codes, certificates from the AEAT and Social Security).
Entry into force and signatories
The addendum enters into force from the moment of its signing and was to be published in the BOCM, as stated in its fifth clause. It is signed by the Minister of Economy, Finance and Employment, Rocío Albert López-Ibor, and the President of the Official Chamber of Commerce, Industry and Services of Madrid, Ángel Asensio Laguna.
The agreement arrives with the 2026 call already underway and directly affects those who have submitted an application under the April order: the program triples its scope until 2028 and consolidates the Chamber as the single processing window, with a staggered payment schedule subject to justification that conditions the actual pace at which funds reach the beneficiary self-employed workers and micro-enterprises.
