The Community of Madrid provides subsidies to entities that assist migrants in precarious situations

The Ministry of Presidency, Justice and Local Administration of the Community of Madrid has announced the granting of subsidies intended for associations, centers, and non-profit entities for the care and support of Madrilenian emigrants in situations of precariousness during the year 2026. The call is published as an extract in the Official Gazette of the Community of Madrid number 208, dated September 1, 2026, in section I.C) Other Provisions, pages 93 and 94.

The extract, identified by number BDNS 920285 in the National Grants Database, is published in accordance with articles 17.3.b) and 20.8.a) of the General Grants Law 38/2003, of November 17. The full text of the call can be consulted in the aforementioned database.

Purpose and Beneficiaries

The purpose of the order is to finance welfare assistance projects aimed at Madrilenian emigrants who, as residents abroad, are in a certified situation of precariousness. Private non-profit entities based in the country where the activities are to be carried out may be beneficiaries, provided that the development of such activities is listed as a purpose in their statutes.

Entities must meet several requirements:

• Be legally constituted and registered on the date of publication of the call.
• Be up to date with tax obligations and Social Security payments to the Spanish State and the Community of Madrid.
• Present a project with the characteristics indicated in article 4 of the order.
• Not fall under the circumstances of article 13.2 of Law 38/2003.

Benefits and Amount

Welfare assistance may consist of the financing of various benefits for Madrilenian emigrants in situations of precariousness:

• Medications.
• Medical care and payment of medical or hospital expenses, including in the context of surgical intervention.
• Food baskets.
• Emergency housing.
• Companionship for the elderly.

The credit allocated to the call amounts to up to 30,000 euros, charged to item 48099 of Program 921U of the Ministry’s Expenditure Budget for 2026. The maximum cost of each project will be 10,000 euros, with a maximum co-financing percentage of 90% of the total amount of the project presented.

Procedure and Deadlines

The grant will be processed through the simplified competitive bidding procedure, with the chronological order of submission of applications as the sole priority criterion; in the event of a tie, it will be resolved by lottery. Payment will be made via an advance payment, prior to justification.

The eligible period spans from the day following the notification of the favorable resolution until the completion of the project, the duration of which shall be no less than one month nor exceed six months. Applications shall be submitted within one month from the publication of the summary, addressed to the Director General of Cooperation with the State and the European Union.

The order, signed in Madrid on July 15, 2026, by counselor Miguel Ángel García Martín, is based on the regulatory bases approved by the Order of March 26, 2025, published in the Official Gazette of the Community of Madrid on April 14, 2025.

Relevance

This call for applications strengthens the support network for Madrid residents living abroad who are experiencing economic difficulties, channeling public funds through third-sector entities established in the destination countries. The 90% co-financing and advance payment facilitate the launch of the projects, while the one-month deadline for submitting applications requires an agile response from the interested entities.
