The Community of Madrid resolves grants for university students with disabilities

La Comunidad de Madrid resuelve las ayudas a estudiantes con discapacidad universitarios

The Regional Ministry of Education, Science and Universities of the Community of Madrid has resolved the call for grants for students with disabilities pursuing university studies or higher artistic education for the 2025-2026 academic year, with an expenditure of 299,938 euros. The decision is formalized through Order 3264/2026, of August 22, signed by the regional minister Mercedes Zarzalejo Carbajo, and is published in the Official Gazette of the Community of Madrid (BOCM) number 214, of September 8, 2026, on page 60.

The order resolves the call approved by Order 1119/2026, of March 28, and is issued under the regulatory bases established in Order 1219/2015, of April 24, of the then Regional Ministry of Education, Youth and Sport. The objective of these grants is to support those who need it most and to facilitate the pursuit of studies under conditions of economic independence, so that beneficiaries can freely allocate the funds to cover their own maintenance.

Beneficiaries and lists

The resolution grants the aid to the applicants listed in Annex I “Granted”, for the amount determined in each case. Those who met the requirements but did not receive an allocation due to the exhaustion of the budget credit are listed in Annex II “Substitutes”, while Annex III “Denied” includes the applicants excluded for the reasons determined in each case.

  • The lists are available to interested parties at the University Information and Advisory Center (calle Alcalá, 30-32, ground floor).
  • They can also be consulted on the institutional website of the Community of Madrid (www.comunidad.madrid).
  • The remaining applications not included in the order will be understood as withdrawn or excluded, and interested parties will be notified through the appropriate means.

Financing and regulatory framework

The credit necessary to finance the grants, amounting to 299,938 euros, will be funded from program 322C, sub-concept 45200 “Study grants and improvement of teaching in public universities”, of Law 6/2025, of December 23, on the General Budgets of the Community of Madrid for 2026.

Obtaining the grants entails the acceptance by the beneficiaries of the obligations imposed by Law 38/2003, of November 17, General Law on Subsidies, and Law 2/1995, of March 8, on Subsidies of the Community of Madrid, and their compliance may be reviewed through a file opened for that purpose. For matters not provided for, the provisions of both regulations shall apply, especially regarding the control of grants and repayments.

Appeals

Against the order, which exhausts administrative remedies, interested parties may file a contentious-administrative appeal within two months from the day following its publication before the corresponding Chamber of the High Court of Justice of Madrid, pursuant to Article 46 of Law 29/1998, of July 13. Likewise, an optional appeal for reversal may be filed within one month before the same body that issued the act, in accordance with Articles 123 and 124 of Law 39/2015, of October 1, on Common Administrative Procedure.

The resolution, signed in Madrid on August 22, 2026, reinforces the commitment of the Community of Madrid to the integration of people with diverse abilities and to the principle of equality, mitigating the negative impact that the cost of university education has on students disadvantaged by their physical, sensory, or psychic circumstances. For thousands of Madrid students with disabilities, this call for applications represents direct financial support that facilitates access to and permanence in higher education.
