The Community of Madrid publishes the new parking and bus agreement

The General Directorate of Labor of the Regional Ministry of Economy, Finance and Employment has registered, deposited, and ordered the publication of the III Single Collective Agreement for the parking, garage, and bus terminal station sector of the Community of Madrid, by resolution dated July 27, 2026. The text, signed on June 11, 2026, appears in the Official Gazette of the Community of Madrid number 196, dated August 18, 2026, with registration code 28102195012018.

The agreement, which affects thousands of workers in the sector across the region, has been signed by the business associations ASESGA (Spanish Association of Parking and Garages) and AMEGA (Association of Garage, Parking, Lubrication, Washing, Maintenance and Auto-station Entrepreneurs of Madrid), and by the unions UGT and CC OO. The resolution bears the signature of the Director General of Labor, Silvia Marina Parra Rudilla.

Validity and Salary Increases

The agreement enters into force the day after its publication and will maintain its binding force until December 31, 2028, with retroactive economic effects to January 1, 2026. Back payments must be paid within a maximum of two months following the publication in the gazette.

The agreed salary increases over the tables are as follows:

• Year 2026: 3.5%
• Year 2027: 3.0%
• Year 2028: 3.0%

The payment module is set at a monthly value equivalent to thirty days, regardless of the number of days in the month. Regarding seniority, supplements are established ranging from 29.65 euros per month at five years up to 137.25 euros at twenty-five years.

Salary Tables by Activity

The agreement provides for two reference tables. In the parking and garage activity (Annex 1), monthly base salaries in 2026 range between 1,148.18 euros for cleaning staff and 1,443.06 euros for graduates and higher degree holders, all prorated over fifteen payments. In bus terminal stations (Annex 2), annual base salaries for 2026 range from 17,009.65 euros for professional groups III and IV up to 18,747.33 euros for group I.

Various supplements are also established:

• Language bonus: 22 euros per month for the first required language and 12.50 euros for each additional language.
• Night shift bonus: 25% of the daily base salary for shifts between 22:00 and 6:00.
• Currency exchange loss: 3.18 euros per day actually worked.
• Transport bonus: 1,122 gross euros annually in twelve monthly installments.
• Overtime hour: 11.66 euros, unalterable throughout the duration of the agreement.

Working Conditions and Social Protection

The maximum ordinary working day is set at 1,800 annual hours of effective work, and vacations are established at 30 calendar days plus two days of free disposal, guaranteeing at least fifteen days in summer. Companies must have a death and absolute permanent disability insurance policy for occupational accidents with a capital of 33,000 euros.

The text also regulates functional and geographical mobility, versatility, the probationary period (up to six months for management and graduates), and contracting modalities, including fixed-discontinuous contracts with a minimum call-up notice of fifteen days. A Joint Commission of eight members is created, four for each party, based in the offices of AMEGA, ASESGA, CC OO, and UGT in Madrid.

Relevance of the agreement

The publication of this agreement, the third single-sector agreement for the industry, provides stability and legal certainty to a labor area key to Madrid’s urban mobility, which combines the management of parking lots and garages with bus terminals. With cumulative salary increases of 9.5% until 2028 and revision clauses linked to the CPI, the agreement protects the purchasing power of workers and modernizes the conditions of a sector with a strong presence of contractors and administrative concessions.
