The Community of Madrid appoints three technical architects as civil servants

The Regional Ministry of Economy, Finance and Employment of the Community of Madrid has appointed three permanent contractual workers of the professional category of Mid-Level Graduate (Group II, Level 7, Area B) as career civil servants of the Corps of Engineers and Technical Architects, Technical Architecture Scale, Special Administration, Group A, Subgroup A2. The decision is formalized in the Order of October 12, 2026, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 251, of October 21, 2026, in section I.B of Authorities and Personnel (reference BOCM-20261021-6).

The final step of a process opened in 2022

The appointment culminates a civil service integration procedure that stems from the definitive catalog of positions eligible for integration approved by Order 196/2021, of July 26, issued under Law 5/1989, of April 6, and Decree 149/2002, of August 29, which regulates the acquisition of civil servant status by contractual personnel of the regional Administration.

On that basis, Order 2744/2022, of November 28, of the Regional Ministry of Economy, Finance and Employment, called for the selection process for permanent contractual personnel of Mid-Level Graduate (Group II, Level 7, Area B) who aspired to integrate into the Technical Architecture corps.

The process was resolved through the Resolution of September 3, 2026, of the General Directorate of Public Service, published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID no. 226, of September 22, 2026, which declared that the three applicants had passed the selection process and granted them a period of ten business days to prove the required qualifications. Once that documentation was verified, the Regional Ministry now issues the appointment order.

Three assignments in two regional agencies

The order assigns each new civil servant to a specific job position, with the following assignments:

• Juan José Sánchez Muñoz, position number 26336, in the Madrid Agency for Social Care.
• José Escribano Muñoz, position number 70566, in the Social Housing Agency of the Community of Madrid.
• Alicia Hijón García-Cuenca, position number 70567, in the Social Housing Agency of the Community of Madrid.

Two of the three positions are therefore filled in the body that manages the region’s public housing stock, while the third falls to the entity responsible for social care.

One month to take the oath and assume office

To acquire the status of career civil servant, the three must take an oath or promise and assume office within one month from the day following the publication of the order, in accordance with Law 1/1986, of April 10, of the Public Service of the Community of Madrid, and Royal Decree 707/1979, of April 5, regarding the oath upon taking office.

The appearance shall take place at the General Directorate of Human Resources, Administrative Situations and Civil Service Provision Division, at Manuel Cortina Street number 2, third floor, by prior appointment arranged via email at situacionesadministrativa@madrid.org. Those who do not take office within the deadline shall forfeit their right.

The order, signed in Madrid on October 12, 2026, by the counselor and, by delegation (Order of April 17, 2024), by the Director General of Human Resources, María Belén Anaut Escudero, exhausts the administrative route. An optional appeal for reversal may be filed against it within one month or, directly, a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of Madrid.

The applied framework is completed by Order 290/2018, of June 27, on the general bases of the selection processes for Administration and Services civil service personnel, Royal Legislative Decree 5/2015, which approves the Basic Statute of the Public Employee, Royal Decree 364/1995, for supplementary application, and Decree 74/1988, of June 23, on the attribution of competencies regarding personnel.

Impact

The operation consolidates three permanent positions in the regional Administration and reduces the pool of permanent labor personnel pending conversion to civil servant status in the Technical Architecture Scale, a key category for the technical control of works, building safety, and the management of Madrid’s public residential heritage.
