The Community of Madrid grants the Youth Rent Voucher to new beneficiaries

The Community of Madrid has recognized the status of beneficiaries of the Youth Rent Voucher (Bono Alquiler Joven) for a new group of applicants who did prove the required requirements. The decision is formalized in the Order of September 10, 2026, of the Ministry of Housing, Transport and Infrastructure, which is made public through the Resolution of September 10, 2026, of the General Directorate of Housing Aid and Access. Both acts appear in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 226, of September 22, 2026, pages 45 and 46, within section I, subsection C) Other Provisions.

The aid is framed within Royal Decree 42/2022, of January 18, which regulates the Youth Rent Voucher and the State Plan for access to housing 2022-2025. In the Community of Madrid, the procedure is structured through the Government Council Agreement of December 26, 2024, which authorizes the direct granting of the subsidies and establishes the processing and payment procedure. Article 11 of that agreement enables the Ministry to resolve the granting once the investigation is concluded and compliance with the requirements of Article 4 has been verified.

Direct granting and publication of the annex

The Order provides for the direct granting of the Youth Rent Voucher to the persons listed in its annex. For each of them, the list details:

• The aid application file number.
• The first and last names and the NIF/NIE.
• The subsidized period.
• The maximum amount of the subsidy to be received.
• The distribution of annual payments for the payment of the granted amount.

The annex with the lists of beneficiaries is published for consultation purposes on the electronic office of the Community of Madrid (https://sede.comunidad.madrid/), not in the gazette itself. The Order bears the internal file reference (03/14.714/26) and is signed by the counselor with delegation to the vice-counselor, José María García Gómez, along with the deputy general director of Housing Aid, Luis Bustingorri Alberdi, and the general director of Housing Aid and Access, Elena Rodríguez-Manzaneque García-Alcañiz.

Deadlines to be met by beneficiaries

The granting is conditional, when the applicant declared being in a position to sign a lease agreement in accordance with Law 29/1994, of November 24, on Urban Leases, or a transfer of use agreement, upon the provision of documentation:

• Lease or assignment agreement and housing registration certificate (certificado de empadronamiento): maximum period of three months from the day following the notification of the award.
• Formalization of the lease agreement: maximum period of two months from the notification of the aid.
• Proof of payment of rent for the monthly installments of 2024 and 2025 not provided with the application: fifteen business days from the day following the publication of the Order in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID.

Payment schedule and justification of rent

The first payment will include the part of the grant justified by the rent receipts provided with the application corresponding to the 2024 and 2025 annualities. Subsequent payments will be annual: between December 1st and 15th of each year of the subsidized period, beneficiaries must present the supporting documents proving the payment of the rent or assignment price of the dwelling or room.

If the lease agreement is terminated during the subsidizable period, the aid will be paid up to the date of termination, provided that the payment of the corresponding monthly installments has been justified. The tenant must communicate the termination to the General Directorate of Housing Aid and Access within the following fifteen days, providing the proof of payment up to that date.

Repayments and means of appeal

The concealment or falsification of the data that served as the basis for the award will lead to the revocation of the aid, the repayment of the amounts received, and the demand for late payment interest. Repayment will also be required if the beneficiary incurs the causes set forth in articles 36 and 37 of the General Subsidies Law 38/2003, of November 17, or fails to comply with the obligations of article 8 of Law 2/1995, of March 8, on Subsidies of the Community of Madrid. The procedure for the loss of the right to payment is governed by article 42 of the General Subsidies Law.

Against the Order, which ends the administrative route, an optional appeal for reversal (recurso potestativo de reposición) may be filed before the Ministry of Housing, Transport and Infrastructure within one month, or directly a contentious-administrative appeal within two months, computed from the day following its publication in the gazette.

A process with three simultaneous lists

The publication of this resolution coincides in the same issue of the bulletin with two other acts from the same department regarding the Youth Rental Bonus. The Order of September 8, 2026 publishes the first definitive list of excluded applicants, indicating the reason for exclusion, for failing to meet the requirements of the Government Council Agreement of December 26, 2024 (page 43). The Resolution of September 8, 2026 approves the second list of those required to rectify their applications, whose members have ten business days to submit allegations or provide documentation using official form 3340FR1_24; once this period has elapsed without rectification, they will be considered to have withdrawn (page 44).

The impact for young tenants is direct: those appearing in the annex have already been recognized as beneficiaries, but the actual payment depends on them meeting the deadlines for submitting the contract, proof of residency (empadronamiento), and income certificates. Those appearing on the lists of excluded applicants or those required to rectify must act within the indicated deadlines to avoid losing the aid.
