The Comarca del Bajo Aragón announces a vacancy for a Middle Management Technician

The Bajo Aragón Region has announced a competitive examination process (concurso-oposición) for the permanent filling of one Middle Management Technician position, included in the 2024 Public Employment Offer, and the creation of a job bank. The agreement of the Regional Council, adopted in the session of July 30, 2026, is published in the Official Gazette of Aragon number 161, dated August 20, 2026, in section II of Authorities and Personnel (reference BOA20260820011).

The announced position

The position belongs to the General Administration Scale, Management Subscale, with civil servant status, Group A2 and Level 20. This is position number 83 of the List of positions of the Bajo Aragón Region, approved in the Public Employment Offer of 2024. The selection system will be a competitive examination (concurso-oposición), with an examination phase valued at 70 points and a merit-based phase with a maximum of 30 points.

Requirements and submission of applications

To participate, applicants must meet the general requirements of Legislative Royal Decree 5/2015, of October 30, which approves the revised text of the Basic Statute of Public Employees Act, including:

• Holding Spanish nationality or that of a European Union member state.
• Being at least 16 years of age and not having reached the compulsory retirement age.
• Holding a University Diploma, Degree, or equivalent qualification.
• Paying the examination fee of €20, as established by the current tax ordinance.

Applications shall be submitted at the General Registry of the Bajo Aragón Region in Alcañiz (calle Mayor, 22), at the Social Services offices of Calanda and Alcorisa, or via the Region’s Electronic Office. The deadline will be thirty calendar days starting from the day following the publication of the summary in the Official State Gazette.

The selection process

The examination phase will consist of one exercise with two parts, conducted in the same session:

• A multiple-choice questionnaire of 100 evaluable questions plus 10 reserve questions, with a maximum time of 90 minutes, scored out of 35 points.
• The resolution of theoretical-practical cases, with a maximum of 150 minutes, also valued at 35 points.

To pass, it will be necessary to achieve at least 35 points in the overall exercise, with a minimum of 10.50 points in each part. The merit phase will evaluate academic qualifications, professional experience, and training courses, with a maximum of 30 points.

The job bank

Once the selection process is completed, a job bank will be established with the applicants who have passed the competitive examination phase, ordered by the sum of the scores from both phases. The job bank will have a duration of two years, will be governed by the Regulations of the Job Banks of the Comarca del Bajo Aragón, and will take priority over previous banks. The agreement, signed in Alcañiz on August 6, 2026, by the president of the Comarca, José Miguel Celma Belmonte, exhausts the administrative route and may be appealed for reversal before the Comarcal Council.

The call represents an opportunity for stable public employment for the Teruel region, which reinforces its management staff with one permanent civil servant position and an agile mechanism for the temporary filling of vacancies through the job bank.
