La Cistérniga approves sector 10 with 397 homes and protected housing

The City Council of La Cistérniga (Valladolid) has definitively approved the action project, via the compensation system, of the modified partial plan for sector 10 of the town’s General Urban Development Plan. The agreement, adopted by Mayoral Decree number 2026-0348, dated May 8, 2026, is published in the Official Gazette of Castilla y León number 163, dated August 24, 2026, under file 932/2024.

The action, promoted by the Compensation Board of sector 10, contains the complete determinations for the land redistribution and the basic determinations for urbanization, and was drafted by architects Carlos Cienfuegos Hevia and José Manuel Martínez Martín, represented by Pablo Hernando Sanz. The document signed on May 7, 2026, completely replaces previous consolidated projects.

Project Figures

Sector 10 organizes a total area of 80,613.16 m², with a total lucrative utilization of 45,790.25 UA, of which 85% corresponds to the owners and the remaining 15% is ceded to the City Council to be materialized as public protected housing. The most significant figures are:

• 397 dwellings.
• Residential buildability: 45,542.81 m².
• Tertiary buildability: 5,060.31 m².
• Total buildability: 50,603.12 m².
• 512 public parking spaces.

Cessions to the City Council

The document establishes mandatory cessions to the City Council exceeding those provided for in the partial plan of sector 10, including:

• Protected housing: 3,526.86 m².
• Local public equipment system: 7,680.93 m².
• Local open spaces system: 10,319.01 m².
• Roads: 21,986.59 m².

The 15% of ceded utilization may only be used for the construction or sale by auction of housing subject to some public protection regime, in accordance with the jurisprudence cited in the agreement.

Processing and Guarantees

The project was initially approved on October 29, 2024, and subjected to public consultation for one month, with an announcement in the Official Gazette of Castilla y León number 226, dated November 20, 2024, without any objections being filed. Previously, the expropriation by joint valuation of non-adhering owners was processed, approved in the session of December 26, 2024, and resolved by Decree number 877, dated May 29, 2025, with the payment of the fair price.

To become the definitive developer, the Compensation Board must deposit an urbanization guarantee of €123,987.40 within one month, equivalent to 5% of the material execution budget. The agreement will be published for one month on the City Council’s electronic headquarters, where it may be examined by interested parties to submit objections.

Relevance

The final approval of sector 10 unlocks one of the most relevant residential developments in La Cistérniga, with nearly 400 homes and a significant land reserve for subsidized housing, in a municipality of the Valladolid metropolitan area with strong demand for housing access. The entry into force of the project will allow the urbanization and subsequent construction of the area to begin.
