La Carolina aprueba la modificación de las normas sobre tipos de obras

The Plenary of the City Council of La Carolina definitively approved the specific modification of the municipality’s Subsidiary Planning Regulations, which provides a new wording for Article 4.7 “Types of Works.” The agreement was adopted in a session held on September 7, 2026, and is published in the Official Gazette of the Province of Jaén no. 186, of September 24, 2026, on page 14179, with the official reference 2026/4231. The same resolution lifts the suspension of the granting of licenses that affected the actions regulated by this modification.

The planning innovation is processed as a specific modification of the Subsidiary Planning Regulations of La Carolina and is incorporated into the consolidated document of May 2026. The affected text is Article 4.7, integrated into Chapter 4 “General Rules for the Conservation of Heritage,” such that the new wording reorganizes the classification of permitted works in properties with urban protection within the municipality.

The announcement is signed by the Mayor-President, Cristóbal Pérez Martínez, in La Carolina on September 9, 2026, and is issued “for general knowledge and appropriate effects,” once the municipal processing of the file has been completed.

New wording of Article 4.7

The modification replaces the current wording of Article 4.7 “Types of Works” within the chapter dedicated to heritage conservation. With this, the City Council of La Carolina updates the regime of admissible interventions on buildings included in the municipal catalog, which until now was governed by the previous text of the Subsidiary Regulations.

The agreement of the Plenary has the character of definitive approval, therefore the new wording is incorporated into the general planning of the municipality and is applicable to license applications and urban actions submitted from the date of its entry into force.

Lifting of the license suspension

Along with the definitive approval, the Plenary agreed to lift the suspension of the granting of licenses for the actions affected by the modification. The lifting applies to two categories of properties:

  • Buildings classified as of historical-artistic interest, corresponding to Category I.
  • Buildings of important architectural or environmental interest, corresponding to Category II.

With the suspension lifted, owners and developers of these properties may once again apply for licenses for the works contemplated in the now modified Article 4.7, without prejudice to the other required urban and heritage requirements.
