La Carlota opens the second-hand market fee for public allegations
Por FactBox Admin

The La Carlota City Council has opened the public information period for the modification of Fiscal Ordinance No. 37, which regulates the fee for the occupation of the local public domain with second-hand market, crafts, and antiques stalls. The announcement, signed by the mayor-president Antonio Granados Miranda, is published in the Official Gazette of the Province of Córdoba No. 205, dated October 22, 2026 (official reference BOP-A-2026-3535), and grants thirty business days to examine the file and submit allegations.
The provisional approval agreement was adopted by the Plenary of the corporation in an ordinary session held on September 28, 2026, within file GEX No. 9055/2026. The public exhibition is supported by Article 49 b) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, the regulation that governs the approval procedure for local fiscal ordinances.
La Carlota maintains the ordinary management of this fee: the Institute for Cooperation with Local Treasury of the Provincial Council of Córdoba published on September 4, 2026, the census for the Market Fee corresponding to the third quarter of the fiscal year, along with the Taxi License Fee and the Vehicle Entry Fee. In parallel, the City Council has processed other local regulations this autumn, such as the initial approval of the Ordinance regulating Citizen Coexistence in public spaces, agreed upon by the Plenary on July 27, 2026, and the modification of Ordinance Number 20 regarding the public price for the use of swimming pools and sports facilities, approved by the Local Government Board on October 5, 2026 (file 10869/2026).
Provisional approval pending resolution
The text has not yet passed the final stage. The corporation approved the modification on a provisional basis and is now submitting it to the scrutiny of interested parties, meaning that the full content of the new tariff wording can only be consulted in the administrative file, as the published announcement does not detail the resulting amounts.
The procedure complies with Article 49 of Law 7/1985: initial or provisional approval by the Plenary, public information, and final resolution of the claims submitted.
Thirty business days and consultation channels
The period for allegations will be counted from the day following the publication of the announcement in the Official Gazette of the Province, which places the closing of the process in early December 2026. Interested parties have two ways to consult the file:
- Electronic office and Notice Board of the La Carlota City Council: https://sede.eprinsa.es/carlota/tablon-de-edictos
- Municipal Transparency Portal: https://transparencia.lacarlota.es/
Allegations and claims must be submitted within that period. If none are registered, the provisional approval will automatically become final, without further formality, in accordance with article 49 c) of the same law.
Effects for street market vendors
The regulation directly affects the holders of second-hand, craft, and antique sales stalls occupying public land within the municipal district—that is, the street vendors who pay the fee for each stall. The modification of the ordinance sets the conditions of that occupation and, therefore, the cost that vendors assume to set up.
The announcement is dated October 16, 2026, and electronically signed by the mayor, Antonio Granados Miranda, with secure verification code 1A6F 8003 18F4 64B2 8F6C.
The review of the market fee comes at a time of intense regulatory activity in the City Council and offers vendors the final opportunity to influence the text before it is definitively approved. Those who do not submit allegations within the deadline will be subject to the wording resulting from file GEX no. 9055/2026, with no possibility of reopening the tariff debate until the next modification of the ordinance.
