La CAIB destina 1,34 milions a garantia alimentària per al 2027

The Minister of Families, Social Welfare and Dependency Care, Sandra Fernández Herranz, has approved the call for grants for non-profit entities that develop food guarantee programs, charged to the 0.7% tax allocation of personal income tax and corporate tax corresponding to the year 2026, for actions to be carried out during the year 2027. The resolution, signed in Palma on October 7, 2026, is published in the Official Gazette of the Balearic Islands (BOIB) no. 131, of October 15, 2026, section III, page 55614, with edict number 10199 and code BDNS 933625. The maximum budget for the call is 1,340,000.00 euros.

The call is governed by the Order of the Minister of Social Affairs and Sports of March 5, 2021, which establishes the regulatory bases for grants in the field of social and youth services (BOIB no. 34, of March 11), and by the Recast Text of the Grants Law, approved by Legislative Decree 2/2005, of December 28. The competent body to process the file is the General Directorate of Social Welfare, dependent on the Ministry of Families, Social Welfare and Dependency Care, and the call is provided for in section III.4.13 of the Strategic Grants Plan of the Autonomous Community of the Balearic Islands for the 2024-2026 financial years, approved by agreement of the Governing Council on April 19, 2024.

Three modalities and 1.34 million euros

The credit is charged to budget item 17401.313E01.48000.00. FF 26073 of the general budgets of the Autonomous Community of the Balearic Islands extended for the 2026 financial year, and is distributed into three modalities:

  • Modality 1. Food distribution projects among entities dedicated to food distribution: 350,000.00 euros.
  • Modality 2. Distribution projects for food and/or basic necessity products serving users of one or more municipalities: 790,000.00 euros.
  • Modality 3. Social canteen projects: 200,000.00 euros.

The distribution is indicative and the amounts of the three modalities are linked; the order of priority in the allocation of unexhausted credit is modalities 2, 1, and 3, respectively. The payment of 100% of the grant will be made in advance, as a cash advance, once the granting resolution has been issued, and the beneficiary entity is exempt from presenting any type of guarantee, in accordance with the prior authorization by agreement of the Governing Council on September 4, 2026.

Requirements and deadlines for the third sector

Private non-profit entities with a minimum seniority of two years may apply for the grants, provided they are registered as social service providers in the Unified Registry of Social Services of the Balearic Islands, have a permanent and active headquarters or delegation in the Balearic Islands, and possess sufficient technical capacity. Entities that adopt the designation of federation, confederation, or coordinator, or those that are a union of associations, as well as foundations with legal persons of a public nature as founders, are excluded.

The specific requirements per modality include:

  • Modality 2: certify a minimum number of volunteers in 2025 of 75 in Mallorca, 30 in Menorca and Ibiza, and 15 in Formentera, and serve annually a minimum of 750 families or direct beneficiaries in Mallorca, 600 in Menorca and Ibiza, and 300 in Formentera.
  • Modality 3: certify a minimum of ten volunteer persons in 2025 and carry out a minimum of 450 weekly deliveries.
  • Modality 1: be effectively carrying out the distribution of food among entities dedicated to distribution since January 1, 2026.

The deadline for submitting applications is ten business days counting from the day after the publication of the call in the BOIB, via the electronic procedure of the Electronic Office of the Autonomous Community of the Balearic Islands. The eligible period spans from January 1 to December 31, 2027. The Director General of Social Welfare is designated as the instructing body of the procedure.

Background and history of the call

The regional management of these grants derives from Judgment 9/2017, of January 19, 2017, of the Constitutional Court, which recognized the competence of the autonomous communities to call for and grant subsidies from the regional portion of the IRPF (Personal Income Tax). The first Balearic call was published in BOIB no. 101, of August 17, 2017, with a budget of 3,040,904.41 euros. Since then, several editions have followed, such as those of 2021, 2022, 2023, 2024, and that of 2025, published in BOIB no. 149, of November 11, 2025.

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the counselor within a period of one month, or directly a contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of the Balearic Islands within a period of two months, counting in both cases from the day after publication.

The call for applications comes in a context of sustained pressure on food distribution entities and soup kitchens, which complement the actions of basic community social services without replacing their obligations. For third-sector entities, the advance payment of 100% of the granted amount and the exemption from guarantees are the elements that most facilitate the execution of projects, given that they usually have limited economic resources and cannot guarantee credit operations. The ten-business-day deadline makes it especially relevant for entities to prepare the supporting documentation in advance.
