La Bonaigua submits the home care assistance ordinance for public consultation
Por FactBox Admin

The Mancomunitat de la Bonaigua has initially approved the modification of article 15 of the Ordinance regulating the home care service and is submitting the text for public consultation for thirty business days. The agreement was adopted by the Plenary in the session of September 1, 2026, and the announcement is published in the Official Gazette of the Province of Alicante, number 185, of September 29, 2026, with reference 7263/2026. Within this period, any interested party may examine the file and present any allegations they deem appropriate.
The edict, signed by the president of the entity, Alejandro Morant Climent, in Busot, is based on articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and on article 56 of the Revised Text of the Local Regime. The publication is included in section III, Local Administration, of the provincial gazette.
The affected regulation is the one that orders the home care service, a social benefit that attends to people who cannot care for themselves in their own homes. According to the official announcement, the change is limited to article 15 of the regulatory text; the edict does not reproduce the new wording, which must be consulted in the file and on the entity’s electronic office.
Deadline, calculation, and access channels
- Exposure period: thirty business days.
- Calculation: from the day following the insertion of the announcement in the Official Gazette of the Province of Alicante.
- In-person consultation: offices of the Mancomunitat de la Bonaigua.
- Online consultation: electronic office of the Mancomunitat, at https://mancomunidadbonaigua.sedelectronica.es
- Enabled procedure: submission of allegations by any interested party.
The file remains available to interested parties both in the entity’s offices and on its electronic office, so that the consultation can be carried out without the need for travel. Allegations must refer to the content of the proposed modification of article 15, the only provision affected according to the announcement.
Final approval if there are no claims
The edict establishes that, in the event that no claims are presented within the indicated period, the agreement to approve the ordinance will be understood as definitively adopted. That is, the modification will be consolidated without the need for a new pronouncement by the Plenary or a second publication of the full text.
This mechanism is standard in the approval procedures for local ordinances: the initial approval becomes final by the simple passage of the public information period without challenges. If, on the contrary, allegations are registered, the agreement must be resolved expressly before the regulation comes into force.
Scope for users and staff
The ordinance regulates the conditions for the provision of home care services; therefore, the revision of its articles directly affects the users and the staff who provide the service. The announcement does not quantify the number of beneficiaries or affected workers, nor does it specify the purpose of the reform.
The modification is being processed under reference 7263/2026, and the file is being handled by the Mancomunitat itself, with the reference headquarters in Busot. The entity groups several municipalities, so the revised text will govern the service in all of them once the processing is complete.
The open period is the only formal opportunity for users, family members, social organizations, and service staff to influence the final content of Article 15 before its definitive approval. Anyone who does not file an objection during these thirty business days will lose the prior administrative route to correct the text, which will be understood as automatically approved upon the expiration of the deadline.
