La Bisbal del Penedès approves the education grant guidelines

The Plenary of the City Council of la Bisbal del Penedès, in an ordinary session on September 22, 2026, has initially approved the regulatory bases for the granting of subsidies regarding education. The agreement was published in the Official Gazette of the Province of Tarragona on September 30, 2026 (CVE 2026-09028) and opens a public information period of thirty business days. During this period, any interested person may examine the file and submit any allegations they deem appropriate.

The edict, signed by the acting mayor Judith Vidal Vilella on September 28, 2026, publicizes the plenary agreement and submits the file for public information in accordance with article 49 b) of Law 7/1985, of April 2, regulating the bases of the local regime, and article 178 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia. The thirty-business-day period begins to count the day after the date of the last mandatory publication of the announcement.

The same plenary session on September 22 initially approved a budget modification in the form of a credit supplement, file 1822/2026, for an amount of 77,734.00 euros financed by treasury surplus for general expenses (CVE 2026-08909). Weeks earlier, on September 4, the City Council had made public the census for the school canteen fee of the nursery school, for an amount of 1,539.00 euros (CVE 2026-08293).

Consultation of the file and submission of allegations

The file can be examined at the offices of the City Council of la Bisbal del Penedès, at carrer Major 21, and also electronically on the municipal website and the transparency portal enabled for this purpose.

Allegations may be submitted through any of the means provided for in article 16 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Effects of the initial approval

In accordance with the third point of the plenary agreement, if no claim, allegation, or suggestion is submitted during the public information period, the initial approval agreement will become final without the need for a new agreement from the Plenary, according to article 49 c) of Law 7/1985, of April 2.

Otherwise, the file must be resolved by the Plenary before its entry into force, and the guidelines may not take effect until this procedure is closed.

The publication provides families and educational entities in the municipality with the opportunity to influence the text that will regulate municipal grants for education before it is finalized. The period of thirty business days is, therefore, the only planned window for participation before the guidelines become definitive.
