Belgium releases 68.9 million for Ukraine-related expenditures

King Philippe signed a royal decree on September 8, 2026, regarding the fourth allocation of the provisional credit entered in program 06-90-1 of the law of March 23, 2026, containing the general expenditure budget for the 2026 budget year, intended to cover expenses incurred by the war in Ukraine. Published in the Belgian Official Gazette (Moniteur belge) of September 24, 2026, page 51371, under reference C − 2026/006774, the text withdraws 68,889,000 euros in commitment and payment appropriations. It entered into force on September 14, 2026.

The mechanism is based on Article 2.06.2 of the law of March 23, 2026. Program 06-90-1 carries a commitment credit and a payment credit of 442,814,000 euros allocated to expenses related to the war in Ukraine. The decree was issued on the proposal of the Minister of Budget, V. Van Peteghem, following the opinion of the Inspector of Finance of September 2, 2026, and the prior agreement of the Minister of Budget of July 22, 2026, within the framework of administrative and budgetary control.

A fourth draw on the Ukraine provision

The amounts appearing in the annexed table are attached to the credits provided for the 2026 budget year for the relevant programs and basic allocations. The minister responsible for the Budget is charged with the execution of the decree.

The SPP Social Integration, main beneficiary

The annex to the decree contains only one beneficiary section, section 44, identified as the SPP Social Integration (POD Maatschappelijke Integratie).

• 43.52.02: 458,000 euros in commitments and 458,000 euros in payments.
• 43.52.23: 68,431,000 euros in commitments and 68,431,000 euros in payments.
• Total for section 44: 68,889,000 euros, representing the entirety of the allocation.

The balance of 458,000 euros completes the envelope, with the bulk of the resources going to allocation 43.52.23.

A series of successive allocations

This fourth allocation is part of a series of royal decrees signed on the same day, September 8, 2026, and published in two stages. The first allocation of the provisional credit for program 06-90-1, referenced C − 2026/006776, was published in the Belgian Official Gazette of September 23, 2026, page 51249; it concerned 5,000,000 euros intended for the new policy, including a share of 5,000,000 euros for the Centre for Cybersecurity Belgium within the framework of the European NIS2 directive. These texts share the same legal basis, the same budget program, and the same date of entry into force, September 14, 2026.

Scope

For federal administrations and social integration operators, the decree makes 68,889,000 euros legally available as of September 14, 2026, ten days before its publication in the Belgian Official Gazette. The FPS Social Integration concentrates 68,431,000 euros of these funds, confirming that the social component of the Belgian response to the war in Ukraine remains the primary item funded by the provision of program 06-90-1.
