The Assembly ratifies Ana Julia Guido as president of the Supreme Court

The National Assembly of Nicaragua ratified and swore in Dr. Ana Julia Guido Ochoa as President and Dr. José Manuel Fuertes Toledo as Vice President of the Supreme Court of Justice (CSJ), within the framework of the Third Ordinary Session of the XLII Legislature held on September 1, 2026. The decision was formalized in the Certification of the First Secretariat of the legislative body, published in La Gaceta — Official Gazette No. 163 on Wednesday, September 2, 2026.

In the same session, the Plenary ratified the acceptance of the resignation of Magistrate Alba Luz Ramos Vanegas from the position of Proprietary Magistrate of the CSJ, which had been admitted by the Board of Directors on August 27. Both agreements were approved with the favorable vote of 91 deputies, zero against, and zero abstentions.

Resignation for health reasons

The departure of Alba Luz Ramos Vanegas, who presided over the CSJ and served as a militant of the Sandinista Front, was formally communicated in a letter addressed to the president of the judicial body. In the writing, the magistrate indicated that her decision responded “solely to health reasons” and that she was retiring to be with her family, after dedicating a large part of her professional career to the institution.

The resignation was made known to the Board of Directors of the National Assembly on August 27, 2026, and accepted immediately, nullifying the appointment recorded in Act No. 71 of the Book of Swearing-in. The procedure was previously published in La Gaceta No. 160 on August 28, 2026.

Ratification of the new judicial leadership

The Plenary reviewed item 1.4 of the Agenda No. 8, regarding the “Ratification and Swearing-in” of the new leadership of the CSJ, with Registration number 202510196. The proposal was submitted by the Presidency of the Republic and approved unanimously, proceeding immediately to the swearing-in of the new officials, which take full legal effect from the date of the session.

The appointments occur in a context of constitutional reform: the same edition of the bulletin publishes the first approval of the Law of Partial Reform to the Political Constitution (Registration 202610194), which extends the term of the CSJ magistrates and other positions elected or ratified by the National Assembly to seven years.

Change in the leadership of the Judicial Power

With this decision, the Supreme Court of Justice debuts new leadership in its highest governing body:

• Ana Julia Guido Ochoa, new President of the CSJ.
• José Manuel Fuertes Toledo, new Vice President of the CSJ.
• Alba Luz Ramos Vanegas, ceases as Proprietary Magistrate and President following her resignation.

The certification was issued by Deputy Loria Raquel Dixon Brautigam, First Secretary of the National Assembly, at the “Carlos Núñez Téllez” Legislative Complex, “Presbítero Tomás Ruiz” Building, in Managua.

The change in leadership of the Supreme Court of Justice marks a milestone in the organization of the Nicaraguan Judicial Power, at a time when the ongoing constitutional reform is redefining the terms of high-ranking state officials. The unanimous ratification of the new president and vice president, along with the extension of the magistrates’ terms to seven years, lays the groundwork for the institutional continuity of the country’s highest court.
