The ANA registers groundwater concession in favor of airports

The National Water Authority (ANA) registered a concession title for the use of groundwater from a well in favor of the National and International Airport Management Company (EAAI), with a maximum annual volume of 331,773.00 cubic meters. The registration is contained in the certification published in La Gaceta, Official Gazette No. 174 on Thursday, September 24, 2026, National Water Authority section, page 9327, under registration Reg. 2026-00903. The right was granted through Administrative Resolution No. RAE-ANA-DGRH-0147-2026, issued on August 24, 2026, and notified on September 1 of the same year.

The National Public Registry of Water Rights and Service Providers (RPNDAPS) of the ANA certified the registration under Perpetual Number 0099, folios 133 and 134, Volume VII of the Concession Title Registration Book, with the code RPNDAPS-LITC-ITC-0099-2026. The ANA was created by Law No. 620, “General Law of National Waters,” published in La Gaceta, Official Gazette No. 169 on September 4, 2007, amended by Law No. 1046, published in La Gaceta No. 217 on November 23, 2020.

The certification was issued by Luis Fernando Yescas García, National Public Registrar of Water Rights and Service Providers, a position conferred by Administrative Resolution No. 140-2019 on December 20, 2019.

The point of use and the basin

The Second Resolve of the resolution precisely delimits the authorized site:

• Designated point: “CSCEC International Construction Corporation Limited Nicaragua Branch Plant.”
• Basin No. 69, named “Río San Juan.”
• Location: municipality of Managua, department of Managua.
• UTM WGS84 Coordinates: 592270 E – 1342355 N.

Authorized volume, use, and validity

The title establishes the technical and temporal conditions of the use:

• Maximum annual use volume: 331,773.00 m³.
• Authorized use: human consumption attached to commercial activity and others not specified in which water is a relevant component or factor.
• Validity of the right: five (05) years from the moment of its notification.

Application, representation, and publication

The application was submitted on September 1, 2026, by Retired Colonel Walner Abraham Molina Pérez, in his capacity as Deputy General Director of the EAAI. The company was created by Decree No. 1292, Law of the International Airport Management Company, published in La Gaceta, Official Gazette No. 62 on March 29, 2017, and its representation was accredited through Presidential Agreement No. 11-2025, published in La Gaceta No. 12 on January 22, 2025.

The Sixth Resolutive of the resolution orders the certification to be published in La Gaceta, Official Gazette, within a maximum period of fifteen (15) calendar days. The certification was signed in Managua at 3:20 p.m. on September 1, 2026, on two single-sided sheets of common paper.

The publication in the Official Gazette closes the administrative process and provides legal certainty to the registered right: any third party can now verify the volume, use, and validity of the exploitation granted to the EAAI in the San Juan River basin. For readers, the relevant piece of data is that the water intended for human consumption in the airport complex is formally accounted for and subject to the controls of the ANA for the next five years.
