The Social Housing Agency puts land for affordable rental out to tender

The Social Housing Agency of the Community of Madrid has published in the Official Gazette of the Community of Madrid (BOCM no. 201, of August 24, 2026) two calls for the awarding of surface rights over plots of its property, for the purpose of constructing and managing protected housing intended for affordable rental (VPPB). The resolutions, signed on August 7, 2026, by the Managing Director, Eusebio González Castilla, fall under the Ministry of Housing, Transport and Infrastructure.

Two tenders in eastern Madrid

Resolution 3285/2026 (file DS-01/2026) concerns two plots located in the “Desarrollo del Este-Los Berrocales” development, in the municipality of Madrid. Resolution 3286/2026 (file DS-02/2026) pertains to the plot at Grabadores Street, 16, in the San Blas-Canillejas district. In both cases, these are special administrative contracts, without division into lots, with a duration of 75 years and no possibility of extension.

Conditions and award criteria

The procedure is open with a plurality of criteria, and the award does not imply any economic obligation for the Agency, except for IBI (property tax) payments or the impact of delinquency as provided for in the specifications. The evaluation criteria are split 50/50:

• Technical offer: up to 50 points.
• Economic proposal: up to 50 points.

Participation and performance guarantees are required:

• Provisional guarantee: 100,000 euros.
• Definitive guarantee: 500,000 euros.

Calendar and submission of offers

Proposals shall be submitted in three envelopes in electronic format, in accordance with clause 13 of the Particular Administrative Clauses Specifications, available on the Public Procurement Portal of the Community of Madrid. The key deadlines are:

• Receipt of offers: until 23:59 hours on November 3, 2026.
• Opening of envelope 1.B (value judgment criteria): November 19, 2026 (10:00 h in Los Berrocales; 11:30 h in San Blas-Canillejas).
• Opening of envelope 2 (economic proposals): January 18, 2027 (10:00 h and 11:30 h, respectively).

Bidders must maintain their offer for three months from the opening of envelope 1.B, and the advertising costs of the tender, with a maximum amount of 3,000 euros, shall be borne by the successful bidder. The CPV codes for the object are 45211000-9 (construction work for residential buildings) and 70333000-4 (housing-related services).
